The salary range listed reflects the 2% general wage increase scheduled to take effect July 1, 2026.


This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders. It is a non-permanent, full-time position supported by the Workforce Pathways Program funded by the US Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), and funded from August 2026- August 31st, 2027. 


The Opportunity

The Washington State Department of Health (DOH) is dedicated to protecting and improving the health of people across Washington. The Workforce Pathways Program (WFP), within the Executive Office for Government and Community Affairs (OGCA), creates meaningful professional development opportunities for individuals who have experienced barriers to entering public health careers. Through paid, hands-on experience, WFP helps build a workforce that reflects the diversity, strengths, and lived experiences of Washington communities.


This Workforce Pathways Professional will be placed within the Office of Nutrition Services (ONS), which works to improve the lifelong nutrition and health of low-income individuals and families through nutrition education, breastfeeding promotion and support, healthy food access, and active living initiatives. As a member of the Operations & Transformation Section, this position reports to the Deputy Director and plays a key role in advancing equitable access to nutrition services throughout Washington State.


The Workforce Pathways Professional will lead the strategic design, development, partner engagement, and implementation of a modernized funding structure and allocation methodology for Women, Infants, and Children (WIC) local agencies. This work will help ensure the equitable, transparent, data-informed, and compliant distribution of state and federal resources while strengthening the capacity of local agencies to serve communities across Washington.


Key Responsibilities Include:

Funding Methodology Development

  • Lead the review and evaluation of the current WIC local agency funding methodology and identify opportunities for improvement.
  • Research funding models and allocation approaches used by other state WIC programs and comparable public health programs.
  • Develop recommendations for a modernized funding structure that promotes equity, transparency, and sustainability.

Data Analysis and Strategic Planning

  • Gather, analyze, and interpret program, financial, and operational data to inform funding recommendations.
  • Assess local agency characteristics, service delivery needs, and resource requirements to support equitable funding decisions.
  • Develop tools, reports, and presentations to communicate findings and recommendations.

Partner Engagement

  • Collaborate with local WIC agencies, program leadership, fiscal staff, and external partners to gather input and build consensus.
  • Facilitate meetings, listening sessions, and workgroups to support funding methodology development.
  • Incorporate feedback into funding models and implementation strategies.

Implementation and Continuous Improvement

  • Support planning and implementation of the updated funding methodology.
  • Develop documentation, guidance materials, and training resources to support local agency adoption.
  • Monitor outcomes and recommend adjustments to improve effectiveness and alignment with program goals.

Required Qualifications

Option 1: Three (3) years of experience in public health, health services, community outreach, or community engagement


Option 2: Bachelor’s degree in public health, community health, nursing, health care administration, social work, health communications, public administration, business administration, or a related field AND one (1) year of experience in public health, health services, community outreach, or community engagement


Additional Required Knowledge, Skills, Abilities, and Experience

  • Experience organizing work, tracking tasks, and meeting deadlines across multiple assignments 
  • Experience adapting to changing priorities, assignments, or work environments 
  • Experience communicating information clearly in writing and verbally to team members, partners, or community members 
  • Experience supporting or coordinating meetings, outreach efforts, or project activities 
  • Experience documenting work, summarizing information, or contributing to reports or presentations 
  • Experience working both independently and as part of a team
  • Experience working with or supporting communities disproportionately impacted by COVID-19 or underserved by public health systems, which may include relevant lived experience
  • Experience identifying or addressing barriers to access for underserved or historically marginalized communities in program or service delivery


Preferred Qualifications

  • Experience applying transferable skills from non-government settings to support public health or community-based work.
  • Experience learning or navigating new systems, programs, or service environments.
  • Experience supporting or implementing health equity initiatives, or programs addressing social determinants of health in community-based settings
  • Experience supporting the full lifecycle of health programs or projects, including assessment, planning, implementation, monitoring, and evaluation

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

  • This position's work can be performed fully remotely. No regular in-person attendance is required. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.

Schedule:

  • This position has a work schedule of 40 hours per week. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance. This position would not normally work an alternate schedule, but requests may be considered and are subject to supervisory approval.

Travel Requirements:

  • Travel is not required to perform the duties of this position; however, infrequent travel may be expected to attend meetings, trainings, or conferences.
  • When traveling for work, the position may require traveling alone or with another employee for multiple days and nights [in or out of] state.
  • When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

Tools & Equipment:

  • This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.
  • This position requires reliable access to an internet connection sufficient to perform all job duties remotely.

Customer Interactions:

  • Daily contact with office-level managers and staff.  Work collaboratively with other state agencies, key partners and vendors as needed or directed.

Other:

  • This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
