As the Vital Records & Decedent Services Program Manager, you will plan, organize, direct, and manage the Office of Vital Registration and the seven satellite public service sites in accordance with the Arizona State Statutes, Arizona Administrative Code, and all applicable federal health, records & data reporting requirements.

We Require
- Five years of progressively responsible experience in a Vital Registration environment, which includes at least two years in a supervisory role
- Bachelor’s degree in a related field
- Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis
Other Requirements
- Must possess or can obtain a valid Arizona driver’s license by the time of hire.
- Must secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card and complete a background check
- Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
- Travel will be required to attend conferences, training, and possibly varying work locations
We Also Value

Job Contributions
- Assesses regulatory and data reporting compliance for vital records registration, issuance, correction, and amendment to vital records within Maricopa County, including requirements related to the transportation and disposition of human remains and accurate medical certification of causes of death, and recommends strategies, policies, programs, and funding to support these functions
- Evaluates program effectiveness and develops strategies to achieve goals, improve service delivery, and enhance coordination across department programs
- Prepares funding proposals and supports committees and workgroups addressing quality, risk management, and strategic initiatives related to Indigent Decedent Services, Vital Records, and including clinical program operations
- Manages and coordinates personnel functions for Vital Records and Indigent Decedent Services, including recognition, conflict resolution, employee relations, performance management, discipline, and recruitment support, and ensures consistent adherence to department and county policies
- Safeguards the security and confidentiality of all vital records data, human-remains disposition information, and cause of death certifications, and ensures operational quality and compliance with county, state, and federal requirements across all assigned programs
- Oversees the maintenance, development, and administration of a multimillion-dollar program budget, including self-directed revenue sources, to ensure compliance with applicable statutes, policies, and administrative directives
- Conducts research and administers funding opportunities and service expansion initiatives in alignment with established program objectives
- Administers and monitors subcontracts and intergovernmental agreements to ensure standardized service delivery and adherence to mandated data reporting requirements
- Provides executive-level fiscal oversight for the Vital Records and Indigent Decedent Services, including procurement activities, contract execution, expenditure authorization, revenue monitoring, and financial trend and variance analysis
- Develops and implements corrective action plans to ensure conformity with data quality and reporting standards
- Establishes program budget priorities and ensures resource allocation aligns with organizational mandates, operational needs, and regulatory requirements
- Provides leadership and representation on local, state, and national boards, committees, and professional partnerships related to program initiatives
- Conducts research and analysis on existing and proposed legislation impacting public health programs
- Builds and maintains collaborative relationships with government and community partners at the local, state, and federal levels
Working Conditions
The employee in this position works in a typical office or administrative environment and is not substantially exposed to adverse environmental conditions. The position may require occasional lifting of up to 10 pounds or frequent lifting of negligible weights, and is primarily sedentary, requiring one to sit most of the time.
