Transgender, Gender Non-Conforming, and Intersex Health Equity Specialist

CDPH is currently hiring for a Health Program Specialist I within our Office of Health Equity (OHE)! In this role, you will serve as a Transgender, Gender-Diverse, and Intersex (TGI) Health Equity Specialist and function as a subject matter expert in the area of TGI health equity. You will also support the design and implementation of TGI Unit grant programs and funding opportunities, and provide technical assistance, outreach, and education to various health disciplines and community agencies to coordinate services appropriately.
Key Responsibilities:

Responsible for administrative coordination and programmatic oversight for TGI Fund grants/contracts
-
Provides recommendations for funding priorities in line with legislative mandates
-
Provides technical assistance and guidance to Program, local health departments, and contractors/grantees on required administrative functions relating to contracting
-
Provides consultation and subject matter expertise in TGI health equity (such as gender-affirming care) across CDPH and other agencies
-
Reviews, monitors, and evaluates fiscal and programmatic outcomes for the TGI Unit (including State Operations and Local Assistance budget review and projections, expenditure tracking, etc.) and other relevant contractors/grantees
-
Implements and oversees grant funding requirements, and assists in applying appropriate regulations, policies, and procedures that pertain to TGI Unit-funded grant agreements
-
Ensures deliverables are submitted in a timely manner and are accurate, thorough, and consistent with legislation, applicable policies, and State requirements
-
Makes recommendations to the Health Program Manager (HPM) I regarding the policies and resources needed to ensure ongoing program success, and works closely with the HPM I, Analysts, and other Health Program Specialists to support the ongoing work of the Unit
-
Represents OHE in internal CDPH meetings and assists in providing trainings, technical assistance, and presentations on TGI health to support gender health equity capacity building of CDPH staff and staff from other departments and agencies, as needed

Leads administrative processes, such as the preparation of grant/contract files and documentation, as well as procurement and solicitation processes, including community input, the development of funding structure and Requests for Applications (RFAs), and application scoring
Minimum Qualifications
Three (3) years of progressively responsible experience in health program administration, at least one (1) year of which shall have been with major responsibility for a significant program, such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for up to one year of the required general experience.

Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field (1 year of additional specialized qualifying experience may be substituted for the required master's degree).
