The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

Lead transformative, statewide initiatives that improve the lives of Louisianans. This unique opportunity provides program management and a governance structure to multiple project work streams across the Louisiana Department of Health (LDH). The project director will coordinate with the Bureau of Legal Services on compliance-related issues and will support multiple program offices (Office of Behavioral Health, Office of Aging and Adult Services) and Medicaid initiatives that are aimed at implementing the agreement reached with the United States Department of Justice regarding persons with serious mental illness (SMI). These initiatives will be statewide and touch almost all of the LDH. The position will report to the Deputy General Counsel, who handles legal compliance issues related to the agreement reached with the United States Department of Justice, including issues that affect Medicaid, OBH, and OAAS.

Requirements

Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Leads program management activities by monitoring project budgets, consultant contracts, work plans, governance structures, project records, reporting activities, evaluations, and data collection. 

  • Coordinates program-level activities by facilitating meetings, developing program documentation, organizing project resources, leading cross-departmental workgroups, and resolving implementation barriers. 

  • Collaborates with Assistant Secretaries and project leads across LDH, including OBH, OAAS, Medicaid, Budget, Legal, and the Office of the Secretary, to ensure project milestones are achieved and resource needs are met. 

  • Serves as the primary point of contact between parties identified in the Agreement by building and maintaining relationships with local, state, and federal officials, stakeholders, and project team members. 

  • Develops and maintains executive-level reporting structures to communicate project and program status, progress, and outcomes. 

  • Provides project management support for special initiatives within the Office of the Secretary and Bureau of Legal Services by developing work plans, monitoring contracts, and coordinating activities across project teams. 

  • Ensures alignment of project initiatives across the Department through effective coordination, communication, and oversight of multiple concurrent projects.
