Elevate your Human Resources (HR) career by joining the Human Resource Management (HRM) Division of the Minnesota Department of Health (MDH) as the Staffing Supervisor. The Staffing Supervisor provides day-to-day supervision, operational leadership, and strategic support for MDH’s staffing function, ensuring high-quality classification, recruitment, selection, and compensation services across the agency. 

The Staffing Supervisor leads a team of HR Specialists and partners closely with MDH managers, supervisors, HRM leaders, and statewide HR colleagues. The position implements the strategic vision set by the Staffing Manager and contributes to continuous improvement initiatives that strengthen HRM operations and support MDH’s mission to protect, maintain, and improve the health of all Minnesotans. 

This position requires a relationship driven approach, strong HR technical expertise, and the ability to guide managers through complex staffing issues while upholding the State Merit System, MDH policies, and collective bargaining agreements. 

Responsibilities 

Business Partnership & Strategic Staffing Support 

  • Establish strong partnerships with MDH managers and supervisors to understand business needs, workforce plans, and program changes, demonstrating communication, collaborative relationships, community building, and an inclusive mindset. 
  • Provide guidance on job classification, recruitment strategies, selection processes, and staffing best practices. 
  • Participate in statewide HR improvement projects and enterprise initiatives to strengthen MDH’s staffing systems and practices. 

Supervision & Staffing Management 

  • Lead day-to-day operations of the staffing team, ensuring compliance, consistency, and high-quality service delivery through critical thinking, decision making, problem solving, and technical proficiency. 
  • Supervise and provide support on HR transactions to ensure accurate and timely processing. 
  • Supervise job classification processes and provide technical expertise on complex classification issues. 
  • Ensure job audits are conducted and documented professionally and consistently. 
  • Develop and implement recruitment and selection procedures aligned with state and federal laws, maintaining quality and compliance and data informed practice. 

Quality, Policy, and HRM Leadership. 

  • Participate as a member of the Human Resources Management (HRM) leadership team in planning, strategy, and division initiatives. 
  • Provide coaching, mentoring, and performance management to build staff expertise and support professional development, demonstrating developing team and managing relationships. 
  • Provide orientation and education to managers and supervisors on HR policies, laws, rules, and contracts using cultural humility, valuing diversity and difference, and a structural equity orientation. 
  • Ensures high-quality compliant staffing practices and safeguards HR processes to prevent fraud, waste, and abuse. 

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

Minimum Qualifications

Four (4) years of progressively responsible human resources experience in three or more of the following areas:

  • Professional human resources experience in job analysis/classification, recruitment and selection, compensation, and interpreting personnel laws, rules, policies, and collective bargaining agreements.
  • Supervising or providing lead work direction to HR staff, including setting priorities, developing staff, monitoring performance, and guiding complex HR decisions.
  • Using HRIS/HCM systems and applicant tracking systems (e.g., SEMA4, Recruiting Solutions) to support staffing operations and ensure accurate HR transaction processing.
  • Researching issues, evaluate alternatives, resolve conflicts, and provide sound, defensible HR guidance to managers and supervisors.

Qualifications to be further be assessed during the interview process:

  • Strong communication skills sufficient to clearly present HR information, document decisions, and advise leaders on sensitive or complex staffing matters.
  • Ability to establish and maintain effective working relationships.
  • Ability to work independently under strict timelines with a high volume of work and high accuracy.
  • Ability to carry out complex instructions and provide clear guidance to others.
  • Ability to solve problems diplomatically, including navigating difficult or sensitive staffing situations.

Educational Equivalencies: A related degree will substitute for experience as follows: Doctorate or JD may substitute for two (2) years of experience. A master's degree may substitute for 18 months of experience. A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six months of experience.  

Preferred Qualifications

  • Two or more years of experience in supervising or providing lead work direction to human resources staff.
  • Experience holding or supporting classification, selection, or compensation delegation within the State of Minnesota.
  • Experience developing others, leading change, managing relationships, and preventing fraud, waste, and abuse in government programs.
  • Experience developing or advancing diversity, equity, inclusion, accessibility, or affirmative action initiatives within HR practices.
  • Experience leading complex HR projects, initiatives, or process improvements.

Additional Requirements

This position requires successful completion of a background check and employment reference check.
