Brief Job Description:
The Staff Services Officer V performs advanced (senior-level) staff and business services work for the Laboratory Business Operations Unit in the Public Health Laboratory Division in the areas of human resources support and training. Works under the minimal supervision of the Group Manager with extensive latitude for the use of initiative and independent judgment. Provides advanced consultation, guidance, and support on human resource activities and personnel matters. Participates in a variety of assignments related to employee support and engagement, training, payroll support, records management and travel. Leads and/or advises on preparation of Division correspondence, assignments, special projects, policies and procedures. This position will work closely with directors and managers in the Division. Excellent communication skills and interpersonal skills are essential. Candidates must be flexible, dependable, and accountable to support management and adjust to changing priorities. Much of the work performed is self-appointed and requires a high degree of professional independence, initiative, diplomacy, discretion, and tact.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency policy and performs other duties as assigned.
EJF 1. Provides advanced (senior-level) consultation, guidance, support, training and technical assistance to management and staff for highly sensitive and confidential human resources and personnel issues. This includes but is not limited to the preparation of personnel actions, promotions, demotions, separations, compensation, work leave, special leave, position descriptions, requests to audit/reclassify positions, performance, evaluations, employee conduct, disciplinary actions, administrative complaints, grievances, and reorganizations. Oversees and/or maintains files, records, and records management systems, and ensures staff appropriately dispose of records according to the agency retention schedule. Maintains current knowledge of HHS HR Policy Manual and Guidance Handbook. (40%)
EJF 2. Plans and coordinates the preparation and development of senior-level correspondence and responses to assignments such as memos to the Commissioner and Executive Commissioner (Action, Information, Staff Briefing, etc.), suspense assignments from executive offices, legislative inquiries, requests for open records, requests for information and reports. Delegates assignments, provides instructions, tracks responses, and ensures timely response to assignments. Consolidates final responses and ensures documents meet agency standards prior to submission. Plans and coordinates special and administrative assignments. Prepares routine and non-routine correspondence and reports (organizational charts, staffing patterns, vacancy reports, etc.) as requested and in accordance with agency standards. Responds to requests from the HHS Records Management Office. (30%)
EJF 3. Oversees implementation and compliance with HHS human resource policies and procedures. Researches, interprets, and provides substantive policy analysis, consultative services and technical assistance to all staff on HHSC and DSHS administrative policies and procedures. Adapts existing or creates new procedures/methods to meet operating needs and/or legislative changes. Develops internal policies, procedures, trainings and job aids to promote and increase leadership aptitude within the Division. Represents the Section in meetings, committees and workgroups as requested. Serves as a back-up for group members’ activities as needed. May serve as a back-up for all functions within the Laboratory Business Operations Unit. (25%)
EJF 4. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities:
Knowledge of human resource administration.
Knowledge of office management.
Knowledge of HHS and DSHS policies, procedures and administrative processes.
Skill in preparing/editing correspondence, forms, reports, policies and procedures; and ensuring work products meet guidelines and expectations.
Skill in the use of Microsoft Office Suite products (Outlook, Excel, PowerPoint, Teams, Word), Adobe Acrobat, Visio and SharePoint.
Ability to interpret and apply policies and procedures and provide technical assistance.
Ability to communicate effectively verbally and in writing; deal tactfully with others; and establish and maintain effective working relationships.
Ability to analyze complex issues; exercise discretion; maintain confidentiality; and use sound, reliable and independent judgment to initiate actions affecting the operation of staff services functions.
Ability to organize and prioritize workload; coordinate and delegate assignments; and establish timelines to meet deadlines.
Ability to modify existing methods and procedures to meet agency or legislative changes and operating needs.

Initial Screening Criteria:
- At least 5 years of experience in overseeing or coordination of office functions, human resources, or employee relations. Preference will be given to applicants with experience with State of Texas agency in these areas. Graduation from an accredited four-year college or university with a degree in business or public administration, human resources or related field may be substituted for 3 years’ experience.
- Experience interpreting laws, policies, and procedures to provide support, technical assistance and guidance to management or staff.
- Experience with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint). Prefer experience with Visio and SharePoint.
- Experience in coordinating senior-level administrative assignments, such as developing written documents, reports and training.
- Experience in developing policies, procedures and training materials/job aids.
