The Department of Health (DOH) Facilities Management Division (FMD) is responsible for the Office of Facilities Management (OFM) and oversight of seven Health Care Facilities: Fort Bayard Medical Center (FBMC), NM Veterans Home (NMVH), Turquoise Lodge Hospital (TLH), NM Rehabilitation Center (NMRC), Sequoyah Adolescent Treatment Center (SATC), NM Behavioral Health Institute (NMBHI) and Meadows LTC,  and the Los Lunas Community Program. OFM has several key areas of responsibility supporting the seven facilities and DOH overall, these include: Facilities Fiscal Office, Facilities Operations Management, Capital Project Management, Capital Asset Management, and Risk and Loss Management. The seven facilities provides chemical dependency and rehabilitation services, adult psychiatric services, forensic services, long-term care services, community based services, developmentally disabled community services and adolescent treatment and reintegration services to NM residents in need of such services across New Mexico.

Why does the job exist?

 
To support administrative and fiscal functions of the DOH Facilities Management Division (FMD), Office of Facilities Management (OFM). This position performs and is responsible for the full range of duties involved in the procurement, contracts, and invoicing operations within FMD/OFM. Ensuring that requests for tangible personal property, and general services adhere to New Mexico State Procurement Code, Procurement Rules and Regulations, Model of Accounting Practices, and all other applicable state or federal laws, rules, or regulations including applicable federal grant awards. This position will create, audit and process purchase orders, requisitions, journal entries, vendor forms, and contracts relating to FMD administrative and fiscal operations. This position will work directly with the OFM Financial Analysis Specialist and report directly to the Facility Fiscal Officer and be designated as a point of contact for all FMD central office contracts and purchase orders.

How does it get done?

 
Responsibilities Include: Coordinate with FMD/OFM to ensure all contracts and purchase orders and corresponding workload is accurately implemented, monitored, and managed effectively. Manage all financial aspects of contracts, requisitions, and purchase orders associated with OFM operations in support of the seven DOH Health Facilities. Prioritize purchase requests according to urgency and process documents timely. Ensure documents are retained and filed as required for record retention. Track OFM contracts monthly and communicate concerns with OFM team. Process contract amendments as necessary. Track special appropriations encumbrances, expenses, and balances. Process travel reimbursements for OFM employees. Processes change orders as necessary. Serves as backup to Financial Analysis Specialist who is responsible for paying invoices and processing various journal entries for FMD and DOH.

This position will primarily provide support and assistance to multiple healthcare facilities throughout the state. They will also provide support to the whole agency.

Ideal Candidate

 
Experience with purchasing and NM Procurement Code.

Minimum Qualification

 
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Working Conditions

 
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
