Senior Emergency Services Coordinator

 

The Public Health Preparedness and Response unit is currently seeking qualified candidates for the position of Senior Emergency Services Coordinator. The Senior Emergency Services Coordinator is responsible for planning and analyzing medical/health disaster emergency plans which lead to the development and implementation of County operational area policies and programs governing the County's emergency response and recovery operations (i.e., disaster preparedness, rescue and recovery, evacuations and shelter operations). 

In addition, the Senior Emergency Services Coordinator also coordinates emergency and disaster preparedness activities such as drills and exercises that are inter-jurisdictional and regional in scope and serves, on a rotational basis, as a Duty Officer responsible for directing/coordinating the County's response to any medical or health related large-scale emergency or disaster that impacts the San Diego County Operational Area. 

• Plan, coordinate, manage and evaluate public health/medical preparedness and disaster response programs, public health grant-funded work plans and emergency response drills and exercises in accordance with County, State, and Federal regulations and guidelines
• Provide technical writing assistance in program development and evaluation for public health grant-funded plans, annexes, and emergency preparedness drills and exercises
• Ensure that grant funded plans and exercises are in compliance with County, State, and Federal regulations and guidelines
• Identify the need for, develops, coordinates, and conducts public health training for health care, public safety agencies and community groups
• Serve as a Duty Officer on a rotational basis that includes participation in the County’s Medical Health Operational Area Coordinator (MHOAC) program
• Participate in regional and statewide working groups or calls in support of the MHOAC program
• Oversee and manage the WebEOC platform to include training and user database

Hiring Process and Timeline

The timeline for this recruitment is outlined below.

1. Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening. 
2. Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
3. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications 

1. Two (2) years of experience as an Emergency Services Coordinator with the County of San Diego; OR,
2. A Certificate in Emergency Management (CEM) issued by the International Association of Emergency Managers (IAEM) AND three (3) years of experience in emergency management, emergency response or recovery; OR,
3. A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND, five (5) years of experience with responsibilities in program or project management or administrative staff support responsible for planning, analyzing and solving problems of an organization, program or system.
   
   

Note: Additional experience as outlined above may be substituted for the education requirement on a year-for-year basis.

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Evaluation

The names of qualified applicants will be placed on a six (6) month employment list based upon scores received during the evaluation of information contained in their employment application and supplemental questionnaire.
