The Human Resources Division (HRD) partners with the California Department of Public Health’s (CDPH’s) programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services.

The Disability Management Section (DMS) of the Human Resources Division is dedicated to assisting employees, supervisors, and managers with the appropriate application of all employee leave programs, and the maintenance of productive workforce through the facilitation of return-to-work options and the Employee Assistance Program.

Job Description and Duties

As a member of the Disability Management Section, the incumbent is responsible for assisting employees, supervisors, and managers in the appropriate application of all employee leave programs, the Workers’ Compensation (WC) program, Reasonable Accommodation (RA) Program, and the Employee Assistance Program.

The Analyst III independently performs the more varied, complex, and analytical assignments involving employee disability leave entitlements including, but not limited to, the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Non-Industrial Disability Insurance (NDI), State Disability Insurance (SDI), Parental Leave (PL), medical Leave of Absence (LOA), catastrophic leave (CL), and the RA program. The incumbent provides direction, consultation, and guidance in the areas of case management of WC activities, return to work for California Department of Public Health (CDPH) employees, vocational rehabilitation, leave restoration, and all aspects relating to the WC Program area. The incumbent must accurately assess RA requests and apply Departmental policy, State and/or Federal rules and regulations regarding RA, including counsel employees and management on such issues as Americans with Disability Act and RA requirements. The incumbent must research and refer to related labor code provisions governing work-related injuries/illness and leave entitlements, California Occupational Safety and Health Administration (CalOSHA) rules, the Americans with Disabilities Act of 1990 (ADA), and related subject areas in order to provide consultation to employees, program designees, and mangers/supervisors.

The incumbent works under the supervision of the Supervisor I, Disability Management Unit (DMU) Chief.

Desirable Qualifications

A highly team-oriented and collaborative professional with a strong and comprehensive understanding of the full range of disability leave programs. Demonstrates excellent verbal and written communication skills, with the ability to convey complex information clearly, accurately, and with empathy. Self-motivated, enthusiastic, and committed to delivering exceptional customer service while maintaining a positive and solution focused approach.

Brings solid experience in Human Resources functions, including facilitating training, conducting presentations, and handling highly confidential and sensitive information with diligence and discretion. Knowledgeable in the application and interpretation of State and Federal laws related to the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), and Reasonable Accommodation (RA). Skilled in supporting employees and managers through complex leave management and accommodation processes, ensuring compliance, consistency, and fairness.
