The agency is seeking a highly qualified candidates for the position of Ryan White, Director within the Fulton County Board of Health within Medical and Preventive Services.

Requirements

The Ryan White Director provides leadership, strategic direction, and administrative oversight for Fulton County Board of Health’s comprehensive Ryan White HIV/AIDS initiatives. This role directly manages multi-million dollar federal Ryan White grant funds and oversee daily clinical operations to ensure efficient, patient-centered service delivery. The Director is responsible for optimizing healthcare delivery systems, reducing HIV transmission, and improving health outcomes across the Metropolitan Atlanta Eligible Metropolitan Area (EMA).
  • Federal Grant Management: Administer, monitor, and report on multi-million dollar federal Ryan White grants in strict compliance with Health Resources and Services Administration (HRSA) guidelines.
  • Operations: Develop and implement workflows, policies, and procedures to improve clinic performance and outcomes. Support coordination of care, including case management, linkage, and retention services for patients with complex needs.
  • Strategic Planning: Develop, implement, and evaluate integrated epidemiological plans to eliminate HIV transmission and optimize the local continuum of care.
  • System Evaluation: Review and upgrade healthcare delivery networks to ensure seamless coordination between testing, prevention, and clinical medical care.
  • Data-Driven Oversight: Analyze surveillance data, community viral loads, and service gaps to target funding and resource allocation effectively.
  • Community Collaboration: Partner with the Metropolitan Atlanta HIV Health Services Planning Council to align federal allocations with community priorities.
  • Fiscal Accountability: Oversee complex departmental budgeting, contract procurement, sub-grantee monitoring, and financial auditing processes.
  • Personnel Leadership: Direct, mentor, and evaluate a multidisciplinary team of public health professionals, programmatic staff, and fiscal analysts.
  • Public Relations: Act as the primary county representative for HIV elimination goals to community advocates, state officials, and federal partners.



Qualifications

Bachelor's degree in health care services or related field from an accredited college or university and five (5) years of professional managerial or supervisory experience in health care services; or two (2) years of experience at the lower level Mgr 3, Hlth Care (HCM012) or position equivalent.
Note: Some positions may require certification and/or licensure.

Knowledge, Skills, and Abilities:
  • Public Health Expertise: Deep knowledge of the HIV care continuum, clinical quality management, and current prevention methodologies.
  • Regulatory Compliance: Mastery of federal grant compliance rules, Uniform Guidance, and public health policy frameworks.
  • Analytical Skills: Ability to interpret complex epidemiological data, health outcomes, and financial spreadsheets.
  • Communication: Exceptional written and verbal communication skills for presenting to executive boards, media, and diverse public audiences.

   Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; deal with concrete and abstract variables; and analyze major problems that require complex planning for interrelated activities that can span one or several work units.
   Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in critical and/or unexpected situations involving moderate risk to the organization.
