Regional Tobacco Advisor (Public Health Educator)

Position Overview

IDPH is seeking a highly motivated individual to serve under the direction of the Tobacco Control Program Manager. This position provides health education, grant oversight, and other tobacco prevention related guidance to grantees and partners for the tobacco control program within the Illinois Department of Public Health’s Office of Health Promotion, Division of Chronic Disease.

Essential Functions

• Under direction, plans, organizes and conducts a comprehensive public health education program including logistics, schedule/agenda and contents designed to reduce risks of tobacco usage.
• Develops, provides and evaluates program specific training and technical assistance in tobacco control to staff in local agencies.
• Provides technical assistance to local health departments and other community agencies on tobacco related, evidence-based cessation programs and effective health education for life style behavior change.
• Maintains directories of organizations and agencies which provide tobacco control services and health education to the general public and specific target populations.
• Assists with designing surveys by identifying data/information needed and developing questions to collect the required data/information.
• Attends conferences and workshops related to tobacco.
• Plans, schedules and facilitates conferences and workshops related to tobacco for local health agencies.
• Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires a master’s degree in public health education or related area or requires certification as a certified health education specialist by the National Commission for Health Education Credentialing.
• Requires one (1) year professional experience in public health education or related field.

Preferred Qualifications

• One (1) year experience with organizing a public health education program.
• One (1) year experience providing training and technical assistance in tobacco related issues.
• One (1) year experience maintaining directories.
• One (1) year experience designing surveys.
• One (1) year experience planning and scheduling conferences and workshops related to tobacco issues.

Conditions of Employment

• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
