The Work Unit:
The Office of STI/HIV/VH is committed to high-quality services, innovative public health practices, and community partnerships. We work to ensure quality and medically accurate STI/HIV/VH-related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; follow- up of people newly diagnosed with an STI/HIV/VH to ensure adequate treatment and referrals to care; access to care, partners services, and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use of STI/HIV/VH data to direct prevention and care activities.

What You Will Do:
The position maintains and administers all processes related to generating and managing the billing of pharmaceutical companies for pharmaceutical rebates associated with the 340B drug pricing program and the State AIDS drug assistance program (SDAP) under the guidance of the Fiscal Service Manager. In conjunction with the SDAP team, this position collects and analyzes pharmaceutical drug distribution data to create quarterly billings and invoices. The position organizes billing data and the preparation of accurate billing. This position ensures that these billing practices align with requirements established by the Health Resources and Services Administration (HRSA), Ryan White Part B, the State Drug Assistance Program (SDAP), and other related federal guidelines and state regulations with the support of the supervisor. Additionally, collects and posts revenues and invoices within the State Accounting system, assists with revenue projections, and tracks receipts, generates invoices, and reports on outstanding balances. The position analyzes and researches any adjusted or rejected billings for resolution.
Key Responsibilities:
Reconciles the submission of 340B pharmaceutical rebates from drug manufacturers for client expenses of SDAP and file for re-submission, as necessary.
Works closely with contract monitoring staff as well as the State Drug Assistance Program Director on a regular basis.
Generates the necessary accounting documents in the state accounting systems, applying revenue upon payment, and researching and resolving billing discrepancies.
Upon receipt of payment advice, applies the revenue to open accounts receivables (A/R) transactions in Colorado Operations Resource Engine (CORE).
Generates quarterly billings for submission and reconciliation of HIV Drugs for the payment of rebates from drug manufacturers for client expenses of the AIDS Drug Assistance Program.
Organizes information from large data files to generate a drug rebate submission and coordinates with pharmaceutical companies for the payment of these submissions.
Works directly with program staff in SDAP to retrieve reports on a quarterly basis used to generate rebate billings.
Provide technical assistance and information about the rebate billing process for SDAP and performance for the Office’s SDAP-contracted agencies.
Ensure the contractors fulfill contractual obligations by addressing problems, complaints, and suggestions, in conjunction with the Contract Monitoring team.
Assesses agency compliance with CDPHE standards and other contractual programmatic provisions to develop technical assistance or training materials
Prepares training to stakeholders or contractors around the 340B drug pricing program.
Maintains the policies and procedures related to the Office’s processing of 340B pharmaceutical rebate billing.
Ensures that the Office’s policies and procedures comply with the 340B program requirements.
Reviews and evaluates federal and state policies around the 340B drug pricing program.
Reviews and evaluates any of the Office’s existing policies and procedures.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.
Qualifications

NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Six (6) years of relevant experience in compliance, auditing, accounting, Ryan White Part B administration, or closely related experience.
OR
Education and Experience:
A combination of related education in Finance, Accounting, Business Administration, Public Health, Public Administration, or closely related field (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in compliance, auditing, accounting, Ryan White Part B administration, or closely related experience equal to six (6) years.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement.
PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
Relevant experience with the State of Colorado.
At least six months using CORE (Colorado Operations Resource Engine).
Prior experience administering, generating and managing the billing of pharmaceutical companies for pharmaceutical rebates associated with the 340B drug pricing program and the State AIDS drug assistance program (SDAP).
Previous experience in working with a variety of different stakeholders.
Strong attention to detail.
Exceptional communication skills.
Prior experience processing insurance claims.
