QIMP Team Lead

The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Quality, Innovation & Medical Policy is seeking a Team Lead to join our team!

This position will report to the Quality/Innovation and Medical Policy (QIMP) Bureau Chief. 

The Quality/Innovation and Medical Policy Executive Officer 3 (EO3) will lead, direct and delegate policy, program and project components of the QIMP Bureau. The E03 will follow escalation procedures for leadership decision making including the development and submission of decision documents. 

The E03 will ensure agency policy and programs are compliant with State and Federal Medicaid regulations and requirements are in line with the HHS and Medicaid strategic plans. The EO3 Position will provide project management and oversight to the Responsive and Excellent Care for Healthy Youth (REACH), School Based Services and other initiatives. 

The E03 will assign and delegate responsibilities to bureau staff, multiple collaborating Medicaid bureaus, professional vendors, managed care organizations and directs teams through completion of project such as: development of goals, objectives, timelines, resource requirements, data requirements, analysis and reporting of Federal objectives to drive Medicaid policy. The E03 level of work will require extensive research into complex state and federal medical policy. 

The E03 will identify necessary financial/technical resources, staffing requirements and evaluation/reporting procedures. The EO3 will lead and direct change control process to review, document, report out and manage changes in project scope, timeliness and budget. The EO3 will identify interrelatedness of project resources (inclusive of personnel, technology or contractual agreements) to provide oversight of complex short term and long term projects. 

The E03 will lead discussions with Medicaid contracting team in the development and quality oversight of the professional vendor service contracts and managed care contracts. The EO3 will lead Medicaid stakeholder engagement forums and innovation work groups to drive strategic framework policy initiatives, conduct data analysis to inform stakeholders and recommend data driven solutions to leadership related to medical policy. 

The EO3 will develop, present and assure enactment of the Medicaid legislative actions assigned to the QIMP Bureau. This will include development of legislative package, identify issues and fiscal implications, researching legal relationships between state and federal governmental entities and drafts recommended administrative rules or statute and coordinate responses to legislative information requests and fiscal notes. The EO3 will lead and direct development and coordination of legislative position papers and prepare correspondence pertaining to legislation, accurately and clearly convey the impact of legislative proposals to Medicaid, other HHS division, and other stakeholders. 

The E03 will lead efforts in the identification, the development and implementation of training programs and technical solutions for Medicaid staff and provider related to medical policy. The E03 will lead and direct processes to assure accurate and timely development of State Plan Amendments, CMS waivers, administrative rules, waivers to administrative rules, legislative inquiries and provider manuals. The E03 will lead and direct Medicaid teams int eh development and implementation of remediation related to litigation. The E03 will work directly with compliance or the assistant attorney general legal staff as directed. 

The EO5 will continually review and assess federal policies, national trends, initiatives, best practices and opportunities for medical program development. The EO3 will develop programmatic, policy and operating procedures to address new Federal mandates, analyze proposed legislation related to Medicaid policy and develop comprehensive reports and legislative language. 

The E03 will collaborate with Medicaid Bureau Chief regarding organizational/financial management matters, evaluate and assists in resolving policy issues and prepare supporting justification for equipment, facilities, budget and staffing. The E03 will identify cost containment strategies and provide recommendations to HHS and Medicaid leadership.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

 1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program operations, or management. 

2) A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. 

3) All of the following (a, b, and c): 

   a. Three years of full-time professional-level work experience in program administration, program development, program operations, or management; and 

   b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and 

   c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
