Purchasing Analyst - Analyst II

The Analyst II, acting as the Purchasing Analyst, will provide a variety of technical, analytical, and fiscal support to the Center. Duties include, but are not limited to, initiating, and completing purchase orders, invoice tracking, invoice reviewing, payment and reconciliation, and expenditure tracking; verifying purchases against personnel services contracts; creating reports and correspondence; resolving operational problems; and performing other analytical tasks as necessary to support the Center. The Analyst will utilize Microsoft Office Applications including Outlook, Word, Excel, and SharePoint.  

The Analyst II works under the general supervision of the Supervisor I, Purchasing Unit B Supervisor in the Contracts & Purchasing Section.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Strong background in writing grant proposals, tracking and monitoring grants and grant compliance.
  • Experience collaborating with internal and external stakeholders, including control agencies, program partners, and executive leadership.
  • Ability to lead and manage complex technical or administrative projects with competing priorities and tight deadlines.
  • Strong analytical skills, with the ability to reason logically and creatively to resolve operational challenges.
  • Excellent verbal and written communication skills, including the ability to convey complex information clearly and concisely.
  • Skilled in developing and delivering presentations, briefing materials, and reports for executive-level decision-making.
  • Ability to build and maintain a collaborative, productive team environment.
  • Flexibility and adaptability in response to shifting priorities and organizational needs.
  • Strong organizational skills and ability to manage high-priority, time-sensitive assignments under pressure.
