PURCHASING AGENT II

Your Specific Responsibilities:

This position is assigned to the Administrative Services Division, General Services Unit, under the supervision of the General Services Specialist.  The General Services Section is responsible for Purchasing, Agency Mail Room, and Courier Services. This position requires ability to use independent judgment in setting priorities, coordinating work, and handling multiple responsibilities.

The incumbent in this position will review and process requisitions submitted to the Purchasing Department through MFMP. Review for accuracy and completeness in accordance with Florida Department of Health (FDOH), Florida Department of Management and Services (DMS) and Department of Financial Services (DFS) guidelines. Ensure to request quote(s) and expedite requisitions on a wide variety of commodities and services. Negotiate with vendors for the best possible price. Resolves complaints with purchase orders and/or credit card purchases. Ensure requisitions, purchase orders, bids/contracts, and reports conform with Florida Statutes and FDOH policies/regulations. Maintains vendor contracts/price quotations and issues purchase orders in accordance with FDOH, DMS and DFS policies/regulations. Oversees administration of My Florida Marketplace in Polk and Hardee. Provide users with technical assistance with MFMP as needed. Research and resolves complaints related to purchases when needed.

The incumbent in this position will be the main contact for processing request for cell phone and Air card new and established accounts through the State Contract with Verizon for FDOH-Polk. Incumbent will ensure that all requests for new or established mobile device services are processed appropriately by providing the required information to the requester and assist them in establishing the account. Incumbent will ensure that employees requesting new account will take the Mobile Device bill Certification Training in the Train System before the account can be established to be in compliant with Tallahassee Policy on mobile device account. Ensure that all forms ((DH 6504, DH1954 and LOA) are completed correctly for adding, changing and/or deleting a cell phone or air card from FDOH-Polk Verizon Wireless account.  Ensure to email completed forms to the appropriate department for processing (Local IT and Tallahassee mobile phone account manager Faye Zackery). 

Process all Hardee County Health Department Verizon Wireless cell phones and internet air cards requests.   

Ensure staff requesting new mobile device service complete all appropriate trainings in the Train system before opening new mobile device account. Acts as a liaison between Tallahassee mobile devices department and FDOH-Hardee.

Oversee and ensure that all forms for request of a new, change or delete of mobile devices are complete correctly before submitting to Tallahassee and Local IT Dept.

The Incumbent in this position will serve as a courier for Polk County Health Department. Delivers inter office correspondence, medical records, vaccines and medications and other items as necessary to FDOH locations within the county and other medical facilities as needed. Must maintain and monitor cooler temperatures per FDOH cold chain policy. Delivers and picks up money bags to units. Picks up bank deposit from Finance Department and delivers to Bank for deposit. Carries processed postal mail to mailbox or to Post Office.  Must be able to lift 50 pounds on a regular basis. Process postal mail coming into the General Services area. Sort by assigned postal codes and operate the postage meter according to USPS regulations. Print out postage reports at the end of the month and forward to fiscal.

Incumbent is responsible for the ordering of janitorial supplies utilizing MFMP and p-card. Receives shipments, stocks shelves in warehouse, pulls stock to send out to units. Input deliveries into the Net Facilities database.

 

Performs other duties as required, including performance of additional interpreter duties, consistent with skill level, and as needed.

Qualifications:

  • Valid Florida Class E Driver’s License

Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
