Join the Office of Public Health’s STI/HIV/Hepatitis Program and play an essential role in supporting programs that improve and protect public health across Louisiana. In this impactful position, you’ll assist with the financial and contractual management of a large and complex program, overseeing dozens of contracts and helping manage federal grants, state funding, and generated revenue. This is an exciting opportunity for a detail-oriented and motivated professional to contribute to mission-driven work, collaborate with program leadership, and help ensure critical public health services are effectively supported and sustained.

Requirements

Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Coordinates fiscal, budgetary, contractual, and administrative operations for the STI/HIV/Hepatitis Program. 
  • Assists with budget preparation, monitoring, and expenditure tracking for multiple funding sources and grants. 
  • Manages contract preparation, procurement processes, invoicing, and Request for Proposal (RFP) development. 
  • Ensures compliance with contracting requirements, grant regulations, and financial reporting standards. 
  • Maintains organized electronic and paper records for contracts, invoices, budgets, and expenditures. 
  • Supports program managers and staff by providing financial analysis, resolving budget and contractual issues, and coordinating with internal and external stakeholders. 
  • Serves as the primary point of contact for contractual and financial matters within the program. 
  • Monitors and communicates high-priority financial correspondence, reports, and operational updates. 
  • Uses independent judgment to troubleshoot financial and operational challenges and recommend solutions.
