Join the Office of Public Health’s Bureau of Infectious Diseases and play a vital leadership role supporting programs that protect the health of communities across Louisiana. In this dynamic position, you’ll lead major fiscal operations, oversee budget and contract management, and help ensure critical public health initiatives operate efficiently and in compliance with financial regulations. Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Fiscal/Budget 
    • Leads the development, monitoring, and analysis of BID’s multi-source budgets, including federal grants, state funds, and program-generated revenue.
    • Provides high-level fiscal oversight of grant expenditures, Financial Status Reports (FSRs), and internal budget tracking tools.
    • Advises the Program Manager 2 and leadership on budget status, risk areas, and funding utilization strategies.
    • Oversees quarterly and ad hoc budget reviews across multiple funding streams (HRSA, CDC, HUD, ACF, and others). Supervises preparation and validation of financial reports, including Federal Financial Reports, Progress/Performance Reports, and Annual Progress Reports.
  • Contract/Procurement 
    • Manages the contract preparation and invoicing process within BID. Ability to manage over 175 contracts with numerous funding sources, including CDC’s HIV Prevention, STD PCHD and Workforce Development Supplemental, and HIV Surveillance; HRSA’s Ryan White Care Act Part B and ADAP; Integrated Viral Hepatitis Funds; Personal Responsibility Education Program (PREP) from Administration for Children and Families; and HUD’s Housing Opportunities for Persons With AIDS (HOPWA) programs. Ability to manage and execute MOUs, MTAs, DUAs, and other legal agreements.
  • Compliance Monitoring and Leadership 
    • Directly supervises program monitors and/or fiscal staff, including workload management, performance evaluation, and professional development.
    • Monitors compliance with applicable federal, state, and agency fiscal regulations and reporting deadlines.
  • Office Operation/Communication 
    • Performs complex, specialized duties that require independent judgment in supporting program managers and staff members. Alerts BID Director and appropriate staff of any financial-related high-priority mail, email, correspondence, and phone calls.
    •  Identifies operational issues and recommends process improvements to strengthen efficiency and compliance.
  • Scope of Responsibility 
    • Management of a major financial operations function with responsibility for staff supervision, compliance monitoring, and execution of complex fiscal processes. Exercises independent judgment in daily operations and problem resolution within established policy and program guidelines
