The Opportunity

The Office of Financial Services (OFS) provides leadership and support for agency priorities through budgeting, contracting, procurement, grant management, fiscal monitoring, and accounting services. OFS ensures compliance with state and federal financial requirements while promoting operational excellence and responsible stewardship of public resources.
Reporting directly to the Director of Contracts and Procurement, the Procurement Manager provides strategic leadership for the agency's procurement program. This position oversees the procurement of goods and services across the Department of Health, ensuring procurements are compliant, efficient, equitable, and aligned with agency priorities. Leading a team of nine professional procurement specialists, the Procurement Manager develops procurement policies, advises executive leadership and agency programs on complex procurement matters, and strengthens procurement practices that support the agency's mission. Through expert guidance, collaboration, and continuous improvement, this position helps ensure public resources are managed responsibly while delivering exceptional service to internal and external partners.
Key Responsibilities Include
Lead the Agency Procurement Program
- Provide strategic leadership and oversight for the Department's procurement program.
- Direct the procurement of goods and services while ensuring compliance with applicable state and federal laws, regulations, and policies.
- Establish and maintain procurement policies, procedures, and best practices that support agency goals and strategic priorities.
Provide Expert Procurement Consultation
- Serve as the agency's expert advisor on procurement and contracting matters.
- Interpret complex procurement laws, regulations, and policies to guide agency leadership, program staff, and business partners.
- Support complex procurements by providing sound recommendations and independent judgment.
Manage and Develop a High-Performing Team
- Lead, coach, mentor, and develop a team of nine professional procurement specialists.
- Foster a culture of accountability, collaboration, continuous learning, and customer service.
- Build staff capability through coaching, performance management, and professional development.
Strengthen Partnerships Across the Agency
- Collaborate with fiscal staff, contract managers, program leadership, and executive management to support successful procurement outcomes.
- Promote consistent procurement practices across diverse agency programs.
- Build strong working relationships that support effective business operations and mission success.
Advance Continuous Improvement
- Identify opportunities to improve procurement processes, reduce costs, and increase operational efficiency.

Option 1: A bachelor’s degree or higher in Business Administration, Public Administration, procurement, logistics, supply management, or a closely allied field; AND Five (5) or more years of experience and knowledge providing consultation on and negotiation of complex procurement issues.
Option 2: Eight (8) or more years of experience and knowledge providing consultation on and negotiation of complex procurement issues.
Additional Required Knowledge, Skills, Abilities, and Experience
- Experience and skills in research, development, and presenting of findings, assessments, and recommendations to executive-level audiences.
- Practical skills in using MS Suite tools or similar systems to Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and MS Outlook for electronic correspondence.
- Three (3) years as a manager or supervisor in a large-scale procurement function, in either a government or business setting, providing training, support, feedback, and guidance to staff in the performance of complex contracting, procurement, or related financial functions and activities
Preferred Qualifications

- Experience and knowledge in government purchasing and contracting, procurement rules, policies, procedures, including performance-based contracting standards.
- Professional Certification: Certified Purchasing Professional (C.P.P.) or Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB)
- Advanced professional written and verbal communication skills, including presentation/training skills.
- Leader with demonstrated ability to work with diverse groups and complex situations.
- Independent work experience within government operations, including volatile matters.
- Expert at vendor/customer relationship management, ability to gain partner confidence (at all levels).

Work Setting, including hazards:
This position's work can be performed fully remotely. No regular in-person attendance is required. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.
Schedule (i.e., hours and days):
Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval. The position would not normally require working more than 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.
Travel Requirements:
