The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical center dedicated to safeguarding the health and well-being of Californians during public health emergencies. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts for events such as natural disasters, disease outbreaks, bioterrorism, and other emergencies impacting public health.

Through robust planning, collaboration with local health departments, and partnerships with federal, state, and community organizations, CPR ensures readiness to manage and mitigate health threats effectively. Its responsibilities include developing emergency response plans, training health professionals, conducting exercises to test response capabilities, and providing resources and guidance to strengthen California’s public health infrastructure. By fostering resilience and preparedness, CPR plays a vital role in protecting the state’s diverse populations from evolving health challenges.

The Health Program Specialist I (HPS I) supports the California Department of Public Health by leading the development, analysis, and maintenance of public health and medical emergency response plans. The position provides subject matter expertise and technical assistance to federal, state, local, and internal partners on Public Health Emergency Preparedness (PHEP), Hospital Preparedness Program (HPP), and Pandemic Influenza initiatives. The HPS I gathers, evaluates, and applies complex data to strengthen emergency planning efforts and recommends high-level solutions to address gaps in response capabilities. The role manages multiple projects, coordinates stakeholder workgroups, and ensures program deliverables and reporting requirements are met. The incumbent also supports emergency operations by serving on Incident Response Teams and may work irregular hours during activations.

Travel of up to 15% is required to participate in meetings, training, and site visits with local health jurisdictions and healthcare partners.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Extensive written and verbal communication skills, including the ability to convey complex information clearly and professionally.

  • Strong problem-solving and critical-thinking abilities, particularly in dynamic or time-sensitive environments.

  • Ability to conduct research and synthesize findings to support program decisions.

  • Advanced policy analysis skills, including evaluating regulatory impacts, interpreting legislation, and meeting grant requirements.

  • Collaborative approach with the ability to engage stakeholders, build partnerships, and facilitate cross-functional coordination.

  • Experience with project management, including managing timelines, deliverables, and competing priorities.

  • Technical writing experience, particularly related to emergency plans, procedures, and grant documentation.

  • Knowledge of legislative and regulatory processes and the ability to understand and apply policy requirements.

  • Public speaking and presentation abilities, including representing the program in internal and external settings.

  • Strong time-management skills and ability to balance multiple projects and deadlines.

  • Adaptability and flexibility in a fast-paced, evolving environment.
