This position exists to coordinate and administer enterprise physical security operations for Minnesota Department of Health (MDH) facilities to ensure secure, compliant, and operationally effective access control, physical security systems administration, security monitoring, and facility security coordination across agency operations.

The position serves as the primary coordinator for enterprise physical security operations involving electronic access systems, physical security technologies, surveillance systems, key and badge administration, operational security coordination, security risk mitigation, investigative support, and interagency security collaboration. The position independently analyzes security operational needs, administers security systems and access governance processes, coordinates physical security projects, supports regulatory compliance requirements, and collaborates with agency leadership, vendors, contractors, Capitol Security, and partner agencies to maintain secure and operationally effective facilities.

Primary responsibilities include:

  • Coordinate enterprise physical security operations and security infrastructure administration so that MDH facilities maintain secure, operationally effective, and compliant physical security environments.
  • Administer enterprise access control systems, badge governance, and physical security databases so that agency access authorization processes remain secure, accurate, compliant, and operationally effective.
  • Coordinate physical security compliance, operational risk assessments, and security governance activities so that agency facilities maintain effective physical security standards and operational compliance. 
  • Coordinate surveillance system operations and security monitoring activities so that video surveillance systems remain operationally effective and support agency security objectives.
  • Coordinate front desk security operations, visitor management, and daily security support activities so that agency facilities maintain secure and operationally effective public access management.
  • Coordinate security program operations, special projects, and enterprise operational initiatives so that physical security operations remain aligned with agency operational and security objectives.            

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.  

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans. 

Minimum Qualifications

One (1) year of experience coordinating or administering physical security compliance, operational risk assessments, or security governance activities. This experience must include all of the following:

  • Knowledge of physical security principles, practices, and procedures.
  • Knowledge of electronic security systems, including card access control systems, CCTV / Video surveillance systems, and alarm monitoring systems.
  • Experience maintaining records, reports, and databases with a high degree of accuracy and attention to detail.

A related degree may substitute for experience as follows:

  • Master’s degree = 18 months 
  • Bachelor’s degree = 12 months
  • Associate’s degree = 6 months

Qualifications to be further assessed during the interview process:

  • Skill in effective communication.
  • Ability to maintain confidentiality when handling sensitive information.
  • Ability to collaborate with others at all levels.
  • Ability to work independently while resolving complex operational security issues.
  • Ability to professionally manage difficult issues or conflicts, which may make the average person stressed or uncomfortable.

Preferred Qualifications

  • Experience using enterprise security management platforms such as Honeywell EBI, Genetec, or similar security systems.
  • Experience conducting security risk assessments and identifying mitigation strategies to address vulnerabilities.
  • Experience managing, auditing, or maintaining key inventories in a large facility or multi-site environment.
  • Experience supporting operational planning, vendor coordination, procurement activities, or security-related operational initiatives.

Additional Requirements

  • This position requires successful completion of a background check and employment reference check. 
  • Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
