Personnel Supervisor I

The Human Resources Division (HRD) partners with the CDPH’s programs and
management to provide guidance and consultative services on Human Resources
matters that are necessary for the Department to carry out its mission to deliver quality
public health services. The mission of HRD is to support CDPH in attracting, hiring, and
retaining quality employees.

HRD is located in downtown Sacramento in the East End Complex across the street from
the beautiful Capitol Park Rose Garden.

Job Description and Duties

The Personnel Supervisor I manages Personnel Specialists and Senior Personnel Specialist in the disability payroll unit, which processes disability payroll transactions and payments for departmental staff. The incumbent plans, assigns, and monitors daily workload; ensures accuracy and compliance with laws, rules, and departmental policies; and provides training, guidance, and performance evaluations for staff. The role includes reviewing complex or sensitive transactions, resolving discrepancies, and serving as a technical expert and primary liaison with control agencies.

The Personnel Supervisor I prepares reports, analyzes data, drafts correspondence, and advises programs on the interpretation of personnel and payroll rules. The position contributes to policy and process improvements, supports departmental goals for high-quality customer service, and participates in recruitment activities and required supervisory training.

The incumbent works under the general supervision of the Supervisor I, Chief of the Payroll and Benefits Services Unit (PBSU).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

  • Excellent interpersonal, communication, and leadership skills
  • Ability to act independently using good judgment
  • Knowledge of control agencies laws, rules, and resource manuals
  • Ability to perform complex assignments related to payroll
  • Experience in Microsoft Word/Outlook and/or State of California information
    systems
  • Willingness to accept a challenge
  • Ability to pay attention to detail, provide excellent customer service, follow up on
    outstanding issues, and work well within a team environment
