Perinatal Equity Section Manager

CDPH is currently hiring for a Perinatal Equity Section Manager (Health Program Manager II) within our Center for Family Health's Maternal, Child, and Adolescent Health (MCAH) Division! In this role, you will be responsible for performing duties in the full supervisory level relating to delivery and implementation of the Black Infant Health (BIH) and Perinatal Equity Initiative (PEI) Programs, funded through Title V, and in coordination with MCAH and other Title V health promotion activities. You will also provide oversight to MCAH Division staff and local health jurisdictions (LHJs) in the implementation of the BIH and PEI Programs.
Key Responsibilities:

Responsible for managing the Perinatal Equity (PE) Section and coordinating integration of strategies to decrease health disparities into overall MCAH activities
-
Gathers, analyzes, and interprets program data and recommends effective action based on conclusions derived from data analysis and scientific literature; provides technical expertise for program implementation and improvement; advises executive management of recommendations for suggested changes; develops, evaluates, researches, and interprets health policy issues, regulations, and procedures; and applies and recommends changes in health regulations, policies, and procedures while incorporating health equity

Develops and administers standards and guidelines for program services; provides oversight for measurement of outcomes of programs; and provides verbal and written reports to management related to MCAH programs, contracts, and policy issues

Supervises staff in the PE Section; identifies evidence-based strategies to decrease health disparities; provides technical assistance, leadership, and consultation to program staff and contractors; provides program leadership to staff and coordinates and directs staff activities; and adjusts staff workload to meet priorities

Prepares, monitors, and evaluates contracts and Scopes of Work (SOWs) for compliance with regulations; develops and submits grant proposals for funding; develops Requests for Proposals, Requests for Applications, and Budget Change Proposals; defines new programs; and identifies resources needed

Responsible for providing oversight of performance of contractors to ensure timelines for deliverables are met and that the quality of deliverables meets standards
-
Provides oversight for the monitoring and evaluation of the BIH and PEI Programs, for compliance with legislative program standards; participates in the development of monitoring and evaluation tools for these programs; participates in conducting evaluations of these programs in the LHJs
-
Utilizes results-based accountability (RBA); establishes learning collaboratives; develops curriculum and orientation materials for new staff; and provides oversight for the orientation and training of program staff and staff in the LHJs to update their current knowledge and promote best practices and evidence-based outcomes in order to more fully achieve the objectives for these specified programs

Participates on committees; reviews and analyzes laws, regulations, and proposed legislation and makes recommendations to executive management; serves as program liaison to provider groups and stakeholders; and prepares and provides presentations for professional meetings, conferences, and seminars

Works with other State departments, LHJs, and community agencies to develop partnerships and coordinate health services and implement health programs; coordinates policy relationships with Federal, State, and local agencies; disseminates program information to other Departments and various agencies; and represents the Department in dealings with Federal, State, local, and private jurisdictions
Telework Policy and Residency Requirement:
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Minimum Qualifications
Four (4) years of progressively responsible experience in health program administration, at least two (2) years of which must have been with independent responsibility for a significant program, such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. This experience must include program planning and/or evaluation experience and the making of recommendations to management. Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for one (1) year of the required general experience.

Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field (1 year of additional specialized qualifying experience may be substituted for the required master's degree).
