The Opportunity
This position supports the Department of Health’s mission to protect and improve the health of people in Washington State by delivering high-quality legal services to the Washington State Board of Nursing (WABON). WABON safeguards public health and safety by regulating the competency and practice of nurses and nursing technicians, including licensing, standards of practice, continuing competency, and discipline.
Serving as a key legal partner within the WABON Legal Unit, this role performs complex paralegal work in disciplinary and adjudicative matters. The position drafts and reviews legal documents, analyzes case information, supports staff attorneys and Assistant Attorneys General, and ensures timely, accurate, and procedurally sound regulatory action that protects patients across Washington State.
Key Responsibilities Include:
Legal Document Preparation & Review
- Drafts and/or finalizes complex legal documents, including Statements of Charges, Agreed Orders, Statements of Allegations, Stipulations to Informal Dispositions, Default/Waiver Orders, Summary Motions, Motions for Non-Compliance, Modification/Reinstatement Orders, Interim Orders, and Notices of Decision.
- Prepares notices, proposed orders, declarations, affidavits, pre-hearing memoranda, and related correspondence.
- Ensures legal documents conform to appropriate citation format and Department policies and procedures.
- Reviews answers to discovery for completeness and accuracy.
Case Analysis & Legal Support
- Analyzes complex case fact patterns for legal issue identification and staff attorney review.
- Provides file-specific factual research for Assistant Attorneys General.
- Provides initial review of modification and reinstatement matters.
- Exercises independent judgment to resolve issues and advance case progression.
Case File & Evidence Management
- Selects and organizes exhibits for attorney review and signature.
- Prepares and organizes documentation for discovery, public disclosure, and subpoena requests.
- Associates and maintains legal, hearing, and compliance files with accuracy and integrity.
Board & Disciplinary Support
- Presents case reviews to disciplinary authorities seeking approval for action or closure.
- Supports adjudicative proceedings consistent with established policies and procedures.
- Provides direct legal and procedural support to WABON staff attorneys.

Required Qualifications

Additional Required Knowledge, Skills, Abilities, and Experience
- Experience in proofreading legal documents using proper grammar and editing skills.
- Experience using Microsoft 365 products to manage email, calendars, and Teams communications.
- Experience using word processing tools such as Word, Adobe Pro, or Google Docs: to create, edit, and share reports.
- Experience using virtual meeting tools to support presenters such as: Zoom, Teams or Go-To-Meeting.
- Experience using SharePoint or other cloud-based file organization systems for document management.
- Accessing and searching the Internet to find and download information.
Preferred Qualifications

- Customer service experience includes resolving problems and responding to inquiries regarding policies, procedures, and services.
