Paralegal 1 (51): Step A $4746 - Step M $6384
Paralegal 2 (55): Step A $5240 - Step M $7044
This position offers a hybrid work arrangement, combining remote work with scheduled onsite work at our DOH Tumwater, WA campus, approximately once per month. The frequency may vary depending on casework, workload demands, training requirements, meetings, and other operational considerations.
Requests for an alternate or flexible schedule may be considered at the employee’s request, subject to supervisory approval.
The Opportunity
Our Paralegal 2 provides independent expert level support to staff attorneys within the Health Systems Quality Assurance (HSQA) Office of Investigative and Legal Services. They are responsible for preparing, reviewing, and finalizing legal documents in compliance with agency guidelines. Additionally, our Paralegal 2 ensures allegations of misconduct or unsafe care are addressed and resolved efficiently and effectively.
Key Responsibilities Include:
Performs complex paralegal duties using specialized legal experience and knowledge, such as composing, analyzing, routing and reviewing all legal documents in support of the legal team.
- Draft, review, and finalize legal documents including statements ofcharges, agreed orders, notices of decision, summary motions, and other filings, providing direct legal support to staff attorneys.
- Review case files to analyze and summarize legal and factual issues in disciplinary actions involving licensed healthcare providers.
- Organize, select, and redact documents for public records requests, subpoenas, and expert reviews; track case-related documents and procedural matters using databases.
- Ensure timely compliance with statutory and administrative timeframes for document service and settlement/hearing processes.
- Research procedural history and identify legal concepts/issues in complex cases, bringing concerns to the assigned staff attorney as needed.
- Negotiate routine cases with minimal supervision and assist in developing legal strategy by analyzing case facts.
- Respond to inquiries regarding office policies and procedures, explaining complex legal rules, policies, andoperating procedures.
- Tracks status of legal team cases and related documents for compliance with established timeframes.
- Serves as contact and responds to inquiries regarding case status and general information.
- Serves as the Office Tort Claims Coordinator.
- Serves as the Contracts Coordinator Designee, when assigned.
Assists staff attorneys with case-related activity.
- Research procedural history and status on complex cases when necessary.
- Monitors case status and brings any concerns to assigned staff attorney’s attention.
- Analyzes case facts of significant complexity for readily identifiable legal concepts/issues or simple fact patterns and assists in the development of legal strategy.
In-Training Classification Information:
This position may be filled at either the Paralegal 1 In-Training or Paralegal 2 level, depending on the selected candidate’s qualifications.

Paralegal 1 to a Paralegal 2 plan is structured as a 24-month development program.

Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Paralegal 1 In-Training Requirements
Option 1: Three years of experience as a Legal Assistant or equivalent position performing legal support work in support of attorneys or regulatory programs; OR
Option 2: Graduation from an accredited four-year college and one year of experience as a Legal Assistant or equivalent position performing legal support work in support of attorneys or regulatory programs; OR
Option 3: An equivalent combination of education and experience that demonstrates the ability to perform Paralegal 1 duties.
Paralegal 2 Requirements
Option 1: Two years of experience as a Paralegal.
Option 2: Graduation from an accredited two-year paralegal program plus two years of experience as a paralegal; OR
Option 3: Graduation from an accredited four-year college and one year experience as a Paralegal.
Preferred Qualifications
While these aren’t required, having them can help you stand out as a candidate.
- Prior experience involving the regulation of professions
- Demonstrated knowledge of the Uniform Disciplinary Act (RCW 18.130)

Working Conditions:
The following describes the working conditions of this position, with or without reasonable accommodation.
Work Setting:
The position requires regular in-person attendance to perform duties on-site at the Tumwater, WA DOH Office. When not working on-site, this position may work from home or an alternate location.
Schedule:
Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.
Travel Requirements:
Travel is not required to perform the duties of this position; however, occasional travel may be expected to attend meetings, trainings, or conferences.
