Your Specific Responsibilities:

Assist in the development and maintenance of the agency’s comprehensive emergency plans.

Train agency staff and community partners on preparedness activities and procedures.

Conduct rapid impact assessments and coordinate appropriate response actions.

Ensure alignment of health and medical plans with local emergency management plans by using standardized criteria and tools provided by the Division of Emergency Preparedness and Community Support.

Serve as a liaison between the Health Department and ESF-8 supporting agencies, including community partners and public health stakeholders.

Participate actively as a member of the Region 5 Central Florida Disaster Medical Coalition.

Prepare After-Action Reports and develop corresponding corrective action plans.

Provide assistance in planning, training, and conducting exercises with EMS, Emergency Management, HazMat, hospitals, healthcare coalitions, and other public health partners to strengthen the ESF-8 response system.

Improve or enhance county, regional, and statewide ESF-8 health and medical preparedness and response capabilities.

Complete multi-year training and exercise plans that outline county and regional priorities for public health and medical preparedness, including anticipated completion dates.

Document local and regional planning sessions with community, public health, and medical partners, including meeting minutes, agendas, correspondence, and contact lists.

Complete the annual Florida Public Health Jurisdictional Risk Assessment.

Coordinate and monitor agency compliance with Public Health Preparedness Program expectations.

Review and approve Comprehensive Emergency Management Plans (CEMP) submitted for evaluation.

Work with the Logistics to maintain an updated inventory of preparedness supplies and equipment on a quarterly basis.

Identify shortfalls in equipment, personnel, and response capabilities and recommend solutions.

Serve as liaison to various hospital preparedness staff and programs, as well as county-level initiatives such as CHEMPACK.

Coordinate the annual Strategic National Stockpile (SNS) training for all health department staff.

Subject to emergency duty in the event of a natural disaster

Completion of all mandatory or assigned trainings within the required time frame

Complete time sheets and EAR entries within required deadlines.

Complete all mandatory and assigned training within established time frames.

Report to the Emergency Operations Center (EOC) for ESF-8 desk duties during activation.

Perform other related duties as assigned

ESSENTIAL FUNCTIONS

Work before, during, and/or beyond normal work hours or days during an emergency, as required.

Report to the EOC for ESF-8 desk duties during activation.

Train staff, volunteers, and community partners on preparedness and response procedures.

Conduct rapid impact assessments and coordinate appropriate response activities.

Ensure health and medical plans align with local emergency management plans using standardized tools and criteria.

Perform additional duties as needed to support organizational needs or as directed by the Public Health Preparedness Coordinator.

Required Knowledge, Skills, and Abilities:

Knowledge of CDC Public Health Emergency Preparedness Capabilities, FEMA planning principles and guidelines

Knowledge of Incident Command System (ICS) and National Incident Management System (NIMS)

Ability to provide training to others

Ability to work extended hours and/or weekends or holidays in the event of an emergency.

Qualifications:

Minimum - 

Must be willing to physically come in the office to perform the duties & responsibilities of the positions

Must have current authorization to work in the United States without employer sponsorship

Must have one or more year of experience as a Public Health Preparedness Planner or in a local or State Emergency Management role

Must have FEMA training IS100. IS200, IS700, IS800, ICS 300 and ICS 400

Preferred - 

Three or more years experience at County Emergency Management or as a PHP Planner in Florida

Five or more years experience in emergency operations planning and/or response
