Medical Clinical Consultant

CDPH is currently hiring a Medical Clinical Consultant (Medical Consultant I) within our Center for Family Health's Genetic Disease Screening Program (GDSP)! In this role, you will provide statewide medical consultation on complex clinical case management, interpretation of laboratory findings, and program-wide clinical standards. This includes providing oversight of clinical protocol governance and compliance, contributing to the development and evaluation of clinical policies and protocols, and serving as the primary physician liaison with Area Service Centers (ASCs), Specialty Care Centers (SCCs) and Case Management and Coordination Services (CMCS) Centers to support uniformity and quality of clinical decision making across the GDSP.
Key Responsibilities:
-
Serves as the primary physician over the clinical interface for Newborn Screening (NBS) and Prenatal Screening (PNS) program partners, such as SCCs
-
Engages directly with program and contractor Medical Directors and Medical Consultants to ensure consistent statewide implementation of clinical protocols and standards
-
Reviews, provides clinical input while engaging with sub-specialists as needed, and approves care coordination and follow-up protocols from a physician standpoint, ensuring they are appropriate and aligned with program standards and scope-of-practice requirements

Supports the development and refinement of clinical protocols, risk assessment methodologies, and statewide follow-up standards to ensure high-quality, consistent care across GDSP
-
Serves as the primary clinical liaison between the Laboratory Services Branch and GDSP partners, ensuring effective integration of laboratory operations with clinical workflows and follow-up processes
-
Provides physician-level guidance on the clinical interpretation and application of laboratory results, including functioning in a Clinical Laboratory Improvement Amendments (CLIA) Clinical Consultant capacity as needed

Collaborates with laboratory and program partners to develop and refine testing algorithms, reporting frameworks, and follow-up pathways to support timely and appropriate care

Participates in statewide meetings and partner forums involving SCCs and other stakeholders to support coordination and consistency in program implementation
-
Provides clinical input into the design, development, and enhancement of GDSP systems (e.g., Screening Information System (SIS) and Laboratory Information Management System (LIMS)), including requirements, workflow integration, and usability
-
Establishes and maintains cooperative relationships with the medical profession and allied groups, provider organizations, advisory committees, and other public and private agencies engaged in providing newborn and prenatal screening services
Minimum Qualifications
Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners (applicants who are in the process of securing approval by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment) and one (1) year of experience in the practice of medicine exclusive of the internship.
Desirable Qualifications

Experience providing clinical or technical consultation in a healthcare, public health, laboratory, or screening-program setting, including roles that require independent interpretation of complex information or results.

Experience working collaboratively with multidisciplinary teams, such as clinicians, laboratory staff, technical specialists, or program partners, to support coordinated client, patient, or stakeholder services.

Knowledge of or experience with protocol development, policy interpretation, or clinical/operational workflow design, even if gained in settings outside newborn or prenatal screening.

Ability to interpret and apply clinical, scientific, or technical information to support decision-making, program operations, or guidance for partner organizations.

Experience in environments that require understanding of regulatory, compliance, or quality-assurance frameworks, whether clinical, laboratory, public health, or research-based.

Strong communication skills, including the ability to represent a program or organization in meetings, deliver guidance to partners, and build cooperative working relationships.

Experience contributing to system or process improvements, such as defining requirements, improving workflows, identifying gaps, or gathering user feedback.

Experience supporting or collaborating with research, data, or biobank-related activities, or other programs involving ethical, scientific, or clinical considerations.
-
Demonstrated ability to exercise sound judgment in reviewing complex information, assessing appropriateness of actions, and supporting program consistency and quality.
