Make a statewide impact with the Louisiana Department of Health as the Health Standard Sections (HSS) Statewide Program Manager, leading emergency preparedness coordination for healthcare facilities across Louisiana. This high-level leadership role offers the opportunity to develop emergency planning strategies, collaborate with federal, state, and local partners, and help protect communities during natural disasters, public emergencies, and critical response events. Requirements

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Directs and manages statewide Emergency Preparedness (EP) operations, programs, and staff to ensure compliance with CMS, LDH, state, and federal regulations and achievement of departmental goals and objectives. 
  • Develops, implements, and oversees emergency preparedness policies, operational plans, and response protocols for healthcare providers statewide related to disasters and public health emergencies. 
  • Provides regulatory guidance, strategic direction, and subject matter expertise to healthcare providers, LDH leadership, and emergency response partners regarding emergency preparedness planning and disaster response activities. 
  • Coordinates and collaborates with federal, state, local, and community partners, including emergency management agencies and healthcare facilities, to support statewide emergency response initiatives and training efforts. 
  • Supervises high-level professional staff, establishes performance expectations, conducts evaluations, oversees personnel actions, and ensures staff development and operational efficiency within assigned programs. 
  • Oversees the statewide management and continuous improvement of Nursing Home Emergency Preparedness plans and the Certified Nurse Aide/Direct Service Worker Registry, including policy development, case monitoring, and process enhancements. 
  • Participates in and provides leadership during emergency response activities, including mobilization of personnel, resources, and healthcare support services, while preparing verbal and written reports related to disaster operations and outcomes.
