This home-based (remote) position is a permanent, part-time (.60) position with a work schedule of 24 hours per week. 


The Opportunity

The Washington State Department of Health (DOH) is dedicated to protecting and improving the health of people across Washington. The Perinatal Early Childhood Assessment & Reporting (PEAR) Section’s role is to provide strategic information and data to guide policy and programs that serve the populations in Washington. This Section gathers, analyzes, interprets, and reports on data that describe health status, health care, behaviors, services, and other pertinent issues related to health. 


The purpose of the Maternal Health unit is to provide advanced epidemiologic assessment, surveillance, and evaluation leadership to programs in the Office of Family and Community Health Improvement (OFCHI) with a focus on perinatal, maternal and infant health.  


This Nursing Consultant, Public Health position provides public health nursing leadership and consultation for the Maternal Mortality Review by creating detailed narratives based off clinical record abstraction and for key quality improvement initiatives aimed at the reduction of maternal mortality. Serving as a cross-office and statewide resource to public and private entities including local public agencies, clinicians, and the general public.


Key Responsibilities Include:

Clinical Review & Abstraction

  • Case Abstraction & Organization: Oversee and assist in the clinical abstraction process. Conduct in-depth clinical reviews, organize sourced medical records, and use compiled materials to build comprehensive case narratives. 
  • Death Categorization: Determine if deaths are potentially pregnancy-related. Categorize them accurately as pregnancy-related, pregnancy-associated (but not related), or unclassifiable based on cause, timing of death, and other critical variables. 
  • Maintain Clinical Knowledge: Stay up-to-date on key causes of maternal mortality and best practice standards of care to inform your reviews. 


Panel Presentations & Collaboration

  • MMRP Consultation: Consult with the Maternal Mortality Review Panel (MMRP) using the Core Summary Report and clinical expertise. Present detailed cases to the MMRP. 
  • Systemic Improvement: Support the state’s MMRP and the Washington State Perinatal Collaborative (WSPC) to identify and implement targeted clinical improvements. 
  • Information Dissemination: Assist in disseminating findings regarding the MMRP’s recommendations by presenting to the public, clinicians, and policy makers. 


Family & Community Engagement

  • Informant Interviews: Support the execution of informant interviews as part of the abstraction process for select cases to gain a holistic view of the circumstances. 
  • Trauma-Informed Support: Provide grief and trauma-related support to families and communities to foster comfortable and meaningful engagement. 
  • Communication Accommodations: Assess if specific accommodations (language, format, or physical) are needed to foster clear communication with informants. 
  • Confidentiality: Strictly maintain full confidentiality of case information, ensuring specifics are never shared with interviewees.

Required Qualifications

  • A Bachelor of Science in Nursing (BSN) or related degree.
  • Current, unencumbered Registered Nurse (RN) licensure in the State of Washington. 
  • Two years’ experience in public health nursing in an administrative, consultative, or teaching role. With an emphasis on quality improvement and quality assurance within medical record review.
  • And two years’ experience within medical records abstraction, maternal health mortality and morbidity efforts, substance use disorder programs, or conducting medical facility sites visits.

  • Experience applying quality improvement tools to improve efficiency, accuracy and overall quality.
  • Demonstrates cultural, ethnic, and gender sensitivity and competence when working with customers and community partners.
  • Applies professional and technical nursing knowledge and skills about maternal health, in a variety of settings and for a variety of purposes such as policy, program development, training, quality assurance and technical assistance.
  • Coaches, inspires and motivates staff and others to accomplish assigned tasks. Empowers others to take action. Facilitates development of shared mission, vision, and key values and uses those principles to guide actions. 
  • Skilled in strategic and project planning to align activities and resources with the mission and strategy of the organization; works effectively with a variety of situations and people, creating a cooperative and productive environment in which to develop and implement plans; ability to form strategic relationships.
  • Skilled at employing nursing expertise and effective partnering to help providers and other stakeholders identify, evaluate, and resolve complex or sensitive issues.
  • Effectively gives and receives information when communicating with a variety of audiences, demonstrating tact and an interest in customer needs and perspectives. 
  • Ability to take action to learn and grow
  • Ability to take action to meet the needs of others



Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Master’s degree in nursing or public health with preference given to approved curriculums in public health.
  • License or certification in substance use disorder, medical coding, experience working with Medicaid and Medicaid managed care. 
  • Four years’ experience in public health nursing in an administrative, consultative, or teaching role; experience with complex service systems; skills in facilitating outcome-based team activities related to strategic planning and evaluation objectives; able to develop, implement, and monitor organizational performance standards; skilled in coordinating and leading a group.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

  • Although this position's work requires occasional in-person attendance to perform duties at various locations throughout Washington State, the official duty station is home-based. When not traveling for work, this position may work from home, from a DOH facility, or remotely from an alternate location. 


Schedule:

  • This position has a work schedule of 24 hours per week. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance. Standard business hours are Monday – Friday from 8 a.m. to 5:00 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs.


Travel Requirements:

  • Infrequent travel may be required to meet with community members, consult with partners, and present to the public, clinicians and policy makers. Locations for travel include local health offices, individuals' homes, medical facilities, etc.
  • When traveling for work, the position may require traveling alone or with another employee.
  • When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.


Tools & Equipment:

  • This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.
  • This position requires reliable access to an internet connection sufficient to perform all job duties remotely.


Customer Interactions:

  • Daily contact with office-level managers and staff. Frequent contact with other state agencies, key partners and national organizations.


Other:

  • This position is covered by a bargaining unit for which the Service Employees International Union Healthcare 1199NW (SEIU) is the exclusive representative. 
  • The DOH campus is a smoke-free, drug-free, alcohol-free, scent-neutral environment. 
  • This position may be required to conduct and/or participate in public health emergency preparedness and response activities.
