Why does the job exist?

 
Purpose of the Position: Facility Chief Financial Officer exists to ensure the Business office and procurement is successfully a self-supporting state sponsored Veterans' nursing home. This position is responsible for the budget, expenditures, revenue, accounting, audit, procurement, warehouse, audits, etc.  functions of the New Mexico State Veteran's Home, including ensuring that expenditures remain within budget; that revenue is realized and recorded; that budget deadlines are met; that compliance with federal grant requirements is maintained; that audit information is completed timely and that audit findings are minimized and resolved; and that New Mexico Veterans Home (NMVH) financial staff adequately carry out their duties, including the above, as assigned. All directives for accounting rules, reports or requirements will be issued by ASD in Santa Fe. Compliant with all regulatory agencies (VA Federal, and State). Implements and does regular review of facility financial plan and financial policies and procedures.

How does it get done?

 
Manage all required meetings, rules, regulations, etc. to ensure all areas are exceeding expectations for the NMSVH.
Ensure the accuracy, completeness, and timeliness of all General Accounting transactions and functions for the Facility.
Ensure the accuracy, completeness, and timeliness of all Veteran Administration (VA), Medicaid, and Medicare billing.
Ensure that all Financial Accounting functions are completed timely, accurately, and completely, including functions and activities for accounts receivable; deposits; capital assets; inventory, audit preparation, audit findings resolution, journal entries, and payroll.
Accurate Federal and State reporting of NMSVH's financial picture. Preparing financial information/reports, working with internal reviewers and external auditors, ensuring accuracy of Medicare/Medicaid annual cost report and its timely submission, oversight of external/internal financial or inventory audits/reviews.
Develops financial systems and practices to ensure adherence to policy and procedures, accounting standards, HIPAA, Federal confidentiality, and State law.
Financial oversight.  Budget preparation, close monitoring of income and expenses, accurate billing, successful collections, creation and monitoring of monthly, mid-year, and year-end budget reviews and recommends budgetary adjustments as needed to ensure adequate funding for NMVH's operations.

The primary customer are the brave men and women that answered our nations call, executed their duties and now are unable to live in their respective communities due to failing health.  This job will also support the widows of the service men and women to include parents that have lost children in combat (Gold Star Parents)

This individual possesses a strong understanding of budgeting, accounting practices, revenue management, compliance requirements, inventory control, and process improvement within complex organizations. They demonstrate exceptional leadership skills, the ability to manage multidisciplinary teams, and the discipline to ensure accuracy, accountability, and regulatory compliance across all administrative functions. With a proven ability to analyze financial data, develop effective procedures, resolve operational challenges, and maintain efficient systems, this candidate is well suited to oversee facility financial operations, support staff performance, and ensure the long-term fiscal stability and success of a Veterans¿ healthcare environment.

Minimum Qualification

 
Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of managerial or supervisory experience.  Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.

Employment Requirements

 
Employment is subject to criminal background check pursuant to New Mexico Caregivers Criminal Screening Act, (Sections 29-17-2 through 29-17-5 NMSA 1978 and 7.1.9.1 through 7.1.9.11 NMAC) and is conditional pending results.

Must possess and maintain a valid New Mexico driver's license. 

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Successful completion of the Health Insurance Portability and Accountability Act (HIPAA) training.

Must sign and observe confidentiality agreement.

Must be able to read, write, speak, and comprehend the English language.

Occasional travel for training & meetings and driving a State of NM owned motor vehicle may be required; Working hours may include weekends, holidays, overtime, and callback hours. Essential functions of the job and specific physical ability requirements will be available at the time of interview or may be obtained at the New Mexico Veterans' Home Human Resources office.

Working Conditions

 
Work is performed in an office setting within a long-term facility with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Walking throughout the facility and frequent communication and interaction with residents, staff, and the public.  Periods of walking, standing, bending pushing, pulling, lifting, and stretching for a variety of activities may be required.  Must be able to function under pressure and stressful situations Health hazards such as exposure to contagious viruses and diseases.  May also include routine exposure to public, fellow employees, and facility resident illness, stressful situation, and bodily fluids, as well as exposure to physical and/or verbal abuse. Occasional travel for training & meetings and driving a State of NM owned motor vehicle may be required; some lifting; extended hours to meet deadlines will be required. Working hours may include on-call, nights, weekends, holidays, overtime, and callback hours.  Essential functions of the job and physical ability requirements will be available at the time of interview or may be obtained at the New Mexico Veterans' Home Human Resources Office
