Main Purpose of Job
The LTSSMaryland Application Development Architect serves as the senior technical authority for LTSSMaryland application architecture, software development standards, and enterprise solution design. This position provides leadership and oversight for application development, quality assurance, systems analysis, and technical support activities to ensure software solutions are secure, scalable, maintainable, and aligned with State IT strategy and program objectives. The position oversees vendor development activities, performs architecture and code reviews, establishes development standards, and provides technical guidance for complex application and integration initiatives supporting LTSSMaryland operations. The position is eligible for Hybrid Telework.
POSITION DUTIES
Duties and responsibilities assigned to this position include, but are not limited to: Direct application architecture, technical standards, and software development practices for LTSSMaryland systems and solutions. Review and evaluate vendor and internal software development activities to ensure compliance with approved designs, development standards, and contractual requirements. Perform code reviews, architecture reviews, and quality assurance assessments to validate system functionality, performance, security, and maintainability. Provide technical leadership and design recommendations for complex application enhancements, integrations, interfaces, and enterprise solutions. Support the development, testing, implementation, and maintenance of business-critical software applications and services. Establish and maintain application development standards, architectural patterns, policies, procedures, and technical governance practices. Serve as a senior technical advisor to program leadership, project teams, and vendors on system design, risk mitigation, deployment strategies, and production support planning. Assist with resolving complex application, integration, and technical support issues across LTSSMaryland environments. Coach and mentor technical staff and vendor leads on development methodologies, coding standards, and best practices. Research emerging technologies and recommend innovative solutions to support LTSSMaryland program objectives.
MINIMUM QUALIFICATIONS
Applicants must meet the minimum qualifications to be considered. Include clear and specific information on your application regarding your qualifications. Education: Bachelor’s or Master’s Degree from an accredited college or university in Computer Science, Information Systems, or other related field or equivalent work experience. Experience: At least seven (7) years of IT and business/industry work experience. Specialized Experience: At least three (3) years as Technical expert in IT organization. Coaches and mentors more junior technical staff. Provides technical input into the most complex and high impact IT decisions. Accountable for the most complex enterprise-wide applications and issues, translating highly complex concepts for peers and customers. At least three (3) years experience working with Medicaid or related healthcare organization.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess experience in the following: Supporting Medicaid, healthcare, or other large-scale government technology systems Working with the MDH LTSSMaryland System Performing code reviews, architecture reviews, and software quality assurance assessments in enterprise environments Application integration, API development, cloud-based solutions, and modern software development frameworks Overseeing vendor-supported software development projects and technical deliverables Strong knowledge of application security, system scalability, software development life cycle methodologies, and enterprise architecture principles
