Brief Job Description:
This is a hybrid position currently working in the office up to 3 days per week and is eligible for telework for the remaining days. Telework schedule is subject to change. All HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business needs.
Laboratory Procurement Group Manager IV - Performs highly-complex (senior-level) managerial work overseeing the management of Public Health Laboratory Division procurements and contracts to ensure that all Division funds, including federal grant funding, is fully obligated and expended within the appropriate timelines. Plans and assigns the work of and supervises the members of the Procurement Group in the Laboratory Fiscal Branch to ensure coordination in planning, processing and tracking procurements and contracts. Evaluates the Division’s business operations related to essential job functions and makes recommendations to the Laboratory Fiscal Branch Manager and Laboratory Business Operations Unit Director for business operation improvements. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Plans and assigns the work of and supervises the members of the Procurement Group to ensure coordination in planning processing and tracking procurements and contracts. Performs interviewing and selection, develops performance standards, provides performance evaluations, makes work assignments, performs counseling, approves leave requests, provides training and staff development, and makes final hiring decisions. Ensures that workload is completed in a timely and accurate manner by staff. (30%)
Manages procurement activities, including the recommendation of purchasing plans to the Fiscal Branch Manager which accommodates testing needs while accounting for variable revenue streams. Manages operations and functions related to expenditures of highly-complex, high-volume, and high-dollar contract and procurement activities of the Public Health Laboratory Division (PHLD). Provides technical guidance to the PHLD regarding contracts and procurements. Monitors procurements, contracts, and expenditures and requests adjustments as necessary. Oversees and assists with the development, revision, negotiation, monitoring, termination of procurements and contracts. Monitors implementation and compliance with policies, procedures and legislation related to PHLD procurement and contract activities. Establishes, maintains, and ensures accuracy of tracking systems for procurements and contracts. (30%)
Evaluates the Division’s business operations related to essential job functions and makes recommendations to the Laboratory Fiscal Branch Manager and Laboratory Business Operations Unit (LBOU) Director for business operation and process improvements. Establishes, monitors, and evaluates goals and priorities for PHLD procurements and contracts. Establishes and maintains training materials, policies and procedures for the Procurement Group. Provides analysis, evaluation, and reports as needed. (20%)
Acts as liaison to the DSHS Accounting Section, DSHS Contract Management Section, HHSC Procurement and Contracts Section and various HHSC/DSHS areas. Represents LBOU with external audits and investigations related to requisitions and procurements. Carries out special projects as requested by the PHLD senior leadership and/or senior DSHS staff. Represents LBOU in meetings, committees, task forces, and workgroups as requested. (15%)
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) preferred. Must be obtained in first year of employment.
Initial Screening Criteria:
- Bachelor's degree or an Associate's degree from a U.S. accredited institution with major course work in a related field preferred. Experience and education can be substituted for one another on a year-by-year basis.
- Required: At least 2 years of experience in a supervisory or team lead role required, including but not limited to human resources actions such as hiring, as well as planning, directing, and evaluating the work of others.
- Required: At least 3 years of experience in procurement or contracting.
- Required: Experience in providing training and consultative and technical assistance to management or staff.
- Required: Experience improving processes, policies and procedures.
- Preferred: Experience in accounting, finance or budget management.
