Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Key Responsibilities

The Nurse Surveyor Supervisor II (NSS II) position supports the California Department of Public Health's (CDPH) mission and strategic plan by overseeing the Internal Quality Assurance (QA) Unit within the Standards Interpretation Branch. The NSS II is responsible for developing, implementing, and monitoring statewide QA projects and activities, in accordance with State, Federal, licensing and certification standards, and local laws and regulations. The NSS II oversees the development of and reviews reports, surveys and correspondence for the QA projects and activities; and collaborates with interested parties to recommend training needs for all field staff and support staff. The NSS II makes recommendations to the NSs/QA Specialists and the District Offices staff based on reports, surveys, and correspondence. The NSS II communicates with District Office staff, NSs/QA Specialists, management, and other Program staff regarding QA projects and activities.

The NSS II is responsible for collaborating with Program personnel to assure quality work performance, to fulfill the mission of the Department. 5% Travel may be required.

Qualifications

  • Demonstrated experience directing and guiding professional staff, including providing coaching, performance feedback, and conducting performance evaluations.

  • Ability to manage workload distribution, monitor productivity, and adjust staffing resources to meet operational goals.

  • Extensive knowledge of state and federal laws, regulations, and policies related to licensing, certification, and facility oversight.

  • Experience conducting or overseeing quality reviews, including deficiency reviews, prioritization reviews, and case evaluations, ensuring accuracy and consistency.

  • Strong analytical and critical?thinking skills, with the ability to interpret complex case information, identify trends, and develop actionable recommendations.

  • Experience developing, implementing, and monitoring statewide Quality Improvement (QI) projects, collaborating with subject matter experts and district offices.

  • Advanced written and verbal communication skills, including presenting findings, trends, and data to internal and external stakeholders.

  • Ability to create and distribute dashboards, reports, and presentations related to quality review outcomes.

  • Experience identifying training needs and developing or coordinating training materials and presentations.

  • Strong organizational skills, including reviewing and approving timesheets and leave requests, ensuring staff coverage, and managing competing priorities.

  • High attention to detail to ensure accuracy and compliance in documentation, quality review processes, and reporting.

  • Experience conducting hiring interviews, developing recruitment materials, onboarding staff, and completing hiring packages.

  • Ability to collaborate effectively with concerned parties and program stakeholders to determine priorities and develop workplans.

  • Strong project?management skills, including planning, tracking progress, and reporting project outcomes.
