New Mexico Department of Health, Center for Health Protection (CHP) tracks infectious diseases, injuries and health statistics and trains organizations in disease control, injury prevention as well as responds to public health emergencies and provides vital records services. Within, CHP, the Infectious Disease Epidemiology Bureau (IDEB) is responsible for notifiable disease surveillance and epidemiology activities including directing investigations of specified infectious diseases and outbreak control in coordination with other state agencies, local environment departments, tribal nations and New Mexico healthcare systems. IDEB organizational chart includes an ELC program (comprised of foodborne/waterborne program, one health program, vaccine-preventable diseases program, and zoonotic disease program), Data and Informatics Program, HIV/Hepatitis Surveillance and Epidemiology Program, Healthcare-associated Infections Program, Incarcerated Populations Epidemiology Program and the Emerging Infections Program (comprised in part of viral respiratory pathogen surveillance, mycotic and invasive bacterial pathogens).

Why does the job exist?

 
The Incarcerated Populations Epidemiologist position will gather and analyze data as part of a team designed to characterize the myriads of public health issues confronting people transitioning through prisons, adult detention centers, and juvenile detention centers. Incarcerated populations are disproportionately impacted by high rates of infectious disease (e.g., COVID-19, hepatitis C), poverty, violence, suicide, homelessness, substance use, and mental illness. Incarcerated populations experience increased rates of acute and chronic illness and dramatically reduced life expectancy. Incarcerated populations are overrepresented by racial and ethnic minorities and individuals who have suffered adverse childhood experiences (ACEs). The position will address infectious disease, behavioral health, injury and social determinants of health related to incarcerated populations. The position will exist in the Infectious Disease Epidemiology Bureau, Healthcare-associated Infections (HAI) Program, but will work across program areas with other epidemiologists who specialize in discrete public health issues (e.g., drug overdose epidemiologist).

How does it get done?

 
The person in this position will gather, manage and analyze data from a variety of existing surveillance systems and other sources to describe incarcerated and justice involved populations in New Mexico. The work will require access to multiple public health and confinement databases, ongoing communication with correctional and detention systems staff, and regular meetings with agencies and organizations involved in the criminal justice system, including in-person collaboration and response within New Mexico's carceral facilities.  The position will investigate outbreaks in confinement facilities, input data into the New Mexico Electronic Disease Surveillance System (NMEDSS), work with detention and corrections administrators, and generate public health reports that inform policy decisions at the departmental and legislative levels. The position will also participate in infectious disease epidemiology day call by providing consultation statewide and within the IDEB through ¿on-call services¿ given via telephone to thousands of calls per year including investigation of reported infectious disease cases, clusters, and outbreaks of notifiable conditions.

Who are the customers?

 
This position provides epidemiology, surveillance and public health program capacity for the entire state of New Mexico in collaboration with other states, national public health associations (e.g. Council of State and Territorial Epidemiologists, National Commission on Correctional Healthcare) and the Centers for Disease Control and Prevention.

Ideal Candidate

 
Ideal candidate will have a Master of Public Health, health sciences or related field with training or experience working with carceral settings, at-risk populations, and understand the principles of infectious disease surveillance and response.

Minimum Qualification

 
Master's Degree in Public Health, Epidemiology, Science, Social Sciences or Statistics. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education.

Employment Requirements

 
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. In-state and out-of-state travel, including occasional overnight stay is required.  Candidate must be able to pass background check as required by state and local jurisdictions for admittance to carceral facilities to conduct surveillance, response and education work.
