What You'll Do:

ODH is seeking a Health Services Policy Specialist to join the Office of Informatics, Data, Epidemiology, and Analytics (IDEA). The Health Services Policy Specialist will support agency-wide data governance, analytics, and health policy initiatives. This role serves as a technical expert in public health data analytics, helping develop data standards, build analytical tools, support statewide systems, and ensure high-quality, consistent use of data across the agency. The ideal candidate is analytical, collaborative, and proficient with modern data tools and statistical methods. Job duties include:

  • Support development and implementation of agency-wide data policies, standards, and governance.
  • Advise programs on data collection, data stewardship, and best practices for managing public health data.
  • Develop business requirements for dashboards, reports, and datasets, and build data products using tools such as SQL, Python, Power BI, Tableau, SAS, and R.
  • Conduct data analysis and assist programs with analytics needs.
  • Serve as a liaison between researchers, program staff, policy teams, and the public regarding ODH data and data products.
  • Provide guidance on statistical methods and software tools.
  • Facilitate focus groups to assess internal and external data needs and recommend agency‑wide data standards.
  • Oversee daily operations of ODH’s enterprise data initiatives, including the InnovateOhio Platform.
  • Serve as REDCap system administrator, onboarding users, providing training, troubleshooting issues, and supporting system enhancements.
  • Prepare analytical reports and presentations to support policy and administrative decision‑making.
  • Support compliance with data stewardship directives and participate in ODH Data & Analytics Communities of Practice.

Qualifications

Position Qualifications:

Option 1: 

  • Completion of undergraduate core coursework & 12 mos. exp. in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field; 

  • 2 yrs. exp. in health services research &/or health policy analysis; 

  • 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling;

  • 12 mos. trg. or 12 mos. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis, graphics presentation & word processing; 

  • 1 course or 3 mos. exp. in multiple regression or multivariate analysis.  

Or 

Option 2:

  • Completion of graduate core coursework in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics or comparable field; 

  • 2 yrs. exp. in health services research &/or health policy analysis; 

  • 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling;

  • 12 mos. trg. or 12 mos. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & word processing; 

  • 1 course or 3 mos. exp. in multiple regression or multivariate analysis.  

Or 

  • 2 yrs. exp. as Health Services Analyst, 65211.  

Or 

  • Equivalent of Minimum Class Qualifications for Employment noted above. 

Additional Qualifications:

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

  • Graduate or advanced degree in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics. 

  • Experience working with advanced statistical software or programming languages (e.g., SQL, Snowflake,, Cloudera,  Python, R, Alteryx, Tableau, PowerBI, SAS).      

  • Experience as a system administrator(e.g., REDCap).

  • Experience in evaluating health related program activities.                                        

  • Experience in facilitating groups or committees.

  • Experience providing technical assistance or training to internal staff and external stakeholders (e.g., Local Health District epidemiologists).

  • Experience with computer software (e.g., Word, PowerPoint, Access, Excel).        

  • Experience working with big data platforms (e.g., Cloudera, Snowflake).

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the SEIU/1199 union Pay Range Schedule ($39.64 per hour), with an opportunity for pay increase after six months ($41.53 per hour) of satisfactory performance and then a yearly raise thereafter.
