What You'll Do:

The Bureau of Survey and Certification (BOSC) is responsible for conducting survey inspections to ensure health care providers and clinical laboratories are compliant with state and federal requirements. BOSC is looking to fill two (2) Health Care Facilities Office Surveyor - Independent positions. Using core knowledge of assigned discipline, you will perform desk reviews and plans of correction approval. Additional duties include:

  • Reviews all survey documentation (e.g., inspection packages, electronic survey reports, plans of correction) for completeness and accuracy.
  • Conducts informal dispute resolutions and administrative reviews.
  • Prepares the federal certification and transmittal form and finalizes processing Medicare certification data using the federal electronic data systems software.
  • Acts as preceptor for newer surveyors for assigned discipline and/or assists in training as assigned.
  • Uploads certification kits and processes surveys, compiles, documents and records data.
  • Prepares written reports, records and correspondence (e.g., informal dispute resolution reports).
  • Researches special problems, evaluates data and recommends corrective action to supervisor as assigned.
  • Participates in hearing preparations and hearings as member of survey team and/or testifies as expert witness in legal proceedings.
  • Attends in-service training and conferences as assigned. 
  • Prepares and delivers speeches to community groups, providers, consumers and other agencies as directed.
  • Participates in meetings with national, state and local agencies, advisory groups and organizations in the development of standards, policies and procedures related to assigned discipline.
  • May be assigned on a temporary basis to perform field surveyor assignments.

Qualifications

Certification, licensure, or registration commensurate with assigned discipline (i.e., registered nurse, or licensed dietician, or licensed social worker, or registered environmental health specialist, or licensed nursing home administrator, or licensed pharmacist, or licensed physical/occupational/speech therapist) AND 12 mos. exp. as Health Care Facilities Field Surveyor – Entry, 61581 AND Successful completion of federal Surveyor Minimum Qualifications Test (SMQT) AND Able to provide own transportation.

OR 

Certification, licensure, or registration commensurate with assigned discipline (i.e., registered nurse, or licensed dietician, or licensed social worker, or registered environmental health specialist, or licensed nursing home administrator, or licensed pharmacist, or licensed physical/occupational/speech therapist) AND 12 mos. exp. conducting inspections of LTC providers/suppliers &/or ACC providers AND Successful completion of federal Surveyor Minimum Qualifications Test (SMQT) AND Able to provide own transportation.

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria: 

  • Bachelors or advanced degree in assigned discipline 
  • Experience reviewing survey packets or conducting informal dispute resolutions
  • Experience conducting surveys/inspections of long-term care and non-long term care facilities, (e.g., hospitals, nursing homes, ICF/IID, home health, ESRD, ambulatory surgical centers, rehabilitation agencies, hospice)
  • Experience working as licensed health care professional in a long-term care or non-long term care facility (e.g., hospitals, nursing homes, ICF/IID, home health, ESRD, ambulatory surgical centers, rehabilitation agencies, hospice)
  • Experience and/or education in technical report writing
  • Experience preparing and presenting technical presentations
  • Experience working with computer software (e.g., Word, Excel, PowerPoint, ASPEN Central Office) 
  • Experience providing training and orientation to new employees or cross training to established employees

Training and development required to remain in the classification after employment: Renewal of licensure/certification/registration pertinent to assigned discipline as mandated by Ohio Revised Code.

Unusual working conditions: May require travel, including some overnight stays.

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.

Unless required by legislation, the selected candidate will begin at Pay Grade 13, Step 1 of the union (1199) Pay Range Schedule ($34.96 per hour) with an opportunity for pay increase after six months ($36.65) of satisfactory performance and then a yearly raise thereafter.
