Health and Human Resources Associate

Under general supervision, this position performs full-performance level work involving complex technical and administrative functions essential to the operation of the West Virginia (WV) Department of Health’s Office of Nutrition Services (ONS). The Women, Infants and Children (WIC) Grants Administrator serves as the principal coordinator for ONS, overseeing budget requests, invoicing, expenditure reporting, and subrecipient grantee management across all four ONS divisions and multiple U.S. Department of Agriculture (USDA) funding streams.

The position provides technical and programmatic assistance to the ONS Operations Director, Bureau for Public Health (BPH) Central Finance Unit, subrecipient grantees, and other stakeholders while ensuring compliance with federal laws and regulations governing the WIC Program, WIC Breastfeeding Peer Counselor Program, and WIC Farmers Market Nutrition Program. The Administrator maintains responsibility for operational procedures and policies related to federal grant processing, using independent judgment to determine approaches to technical and operational challenges within the parameters of program guidelines.

The Administrator exercises latitude in varying methods and procedures, consults on individual situations related to the assigned technical function, and maintains responsibility for applying federal and state standards to individual situations, as well as the ongoing monitoring and evaluation of WIC funding and related-activities and reporting. May assign and review the work of clerical staff. Performs related work as required.

Qualifications

Training: Graduation from an accredited four-year college or university.
Substitution: Full-time or equivalent part-time paid experience in paraprofessional or responsible clerical work at a level consistent with the work performed by an Office Assistant III and which required application of state and federal laws and/or guidelines, may be substituted for the required training on a year-for-year basis.
