Fiscal Monitoring / Site Visit Officer (Business and Finance Officer)

• Plan and conduct fiscal site visits of community-based contractors, including developing and applying a risk-based sampling methodology for invoice and expenditure review.

• Review invoices and supporting documentation to determine allowability, allocability, and compliance with contract terms, funder requirements, and federal Uniform Guidance (2 CFR 200).

• Prepare fiscal monitoring results letters documenting findings, missing or insufficient supporting documentation, and required corrective actions; maintain follow-up tracking through resolution.

• Develop and deliver presentations to community partners and in-division program/project managers to communicate documentation requirements, findings, and expectations.

• Build and maintain fiscal site visit and monitoring infrastructure — tools, templates, trackers, and standard operating procedures — to support consistent, division-wide monitoring.

• Run, compile, and analyze financial and expenditure reports from County financial systems to support monitoring, reconciliation, and ad hoc analysis.

• Interpret and apply federal, state, and local fiscal requirements, County policies, and internal fiscal standards; provide authoritative technical guidance to program staff and partners.

• Provide ad hoc fiscal and analytical support to the Finance and Administrative Services Manager and team, working independently to research issues and recommend solutions.

• Serve as a responsive, service-oriented resource to internal and external customers, delivering clear and professional communication.

• Perform other duties as assigned.

• Bachelor’s degree in Accounting, Finance, Business, or a related field.

• Knowledge of federal Uniform Guidance (2 CFR 200) and at least three years' experience in grants/contracts monitoring and fiscal monitoring

• Experience reviewing invoices and supporting documentation for allowability and compliance with funder or contract requirements

• Experience presenting fiscal findings or requirements to non-technical audiences, such as community partners

• Experience conducting fiscal site visits or fiscal monitoring of subrecipients/contractors.

• Experience in government, public health, or non-profit fund accounting.

• Experience working with restricted or settlement-funded programs.

• CPA, CIA, CFE, or comparable professional certification.

• Minimum of three years of professional experience in fiscal/financial analysis, grants or contracts fiscal management, auditing,  including review of expenditures and supporting documentation.

• Demonstrated ability to interpret and apply funder requirements, contract terms, and fiscal compliance standards.

• Demonstrated ability to gather, analyze, and communicate financial data to both technical and non-technical audiences, orally and in writing.

• Demonstrated ability to prepare written findings, correspondence, and reports with a high degree of accuracy and attention to detail.

• Demonstrated ability to develop and deliver presentations to internal and external audiences.

• Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a dynamic environment.

• Strong customer service and interpersonal skills, including the ability to maintain professional, collaborative relationships with community partners and internal program staff.

• Proficiency with Microsoft Office (especially Excel) and comfort learning and working within financial information systems.
