Financial Compliance Manager (Finance and Administrative Services Manager)
The Administrative Services Division of King County’s Department of Public Health (DPH) presents a unique opportunity to join the department’s Office of Financial Management and Compliance as the Financial Compliance Manager (Finance and Administrative Services Manager). We are a highly collaborative team, with overarching audit, risk and compliance responsibilities in support of seven Public Health divisions and the Department overall. This position will be a part of the Office of Financial Management and Compliance leadership team and will report to the Chief of Financial Strategy and Compliance.
This position requires superior management, planning, and project and program management skills. Our ideal candidate will have demonstrable experience with federal and state grants; exceptional written and verbal communications skills; enthusiasm for audit and compliance; and calmness in the face of emerging issues, shifting priorities, and situations with high visibility and sensitivity. The position will supervise a team of five staff comprised of fiscal monitoring and grants compliance staff, including three staff focused on Best Start for Kids (BSK).
ABOUT THE DIVISION
The Administrative Services Division partners to provide efficient and effective expertise that makes it possible for Public Health to foster healthy people and communities. The division includes teams that support the department with financial services and compliance, contracts, procurement, health care compliance, records management, electronic health records, risk management, facilities, fleet, and the intersection of our work with information technology. Administrative Services Division partners with the other six divisions in Public Health to achieve strategic goals, meet regulatory requirements, and create a work culture that values racial justice and community-driven solutions.
Note: This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Work Schedule
The typical work week is Monday through Friday - 40 hours per week. Some evening and weekend work may be required to meet work demands. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.
Work Location
The primary base location will be at the Chinook Building located at 401 5th Avenue, Suite 1200, Seattle, WA 98104. The need to travel to Public Health sites throughout King County may be required.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Requirements
- Act as the department’s subject matter expert in compliance efforts by providing leadership and assuring proper internal controls are in place based on standards and regulations governing federal, state, and other grants, including GAAP, GASB, federal Uniform Guidance, State law, and King County policy.
- Work and collaborate with Public Health’s Contracts, Procurement, & Real Estate Services (CPRES) team, and division programmatic and fiscal staff to ensure compliance with Generally Accepted Accounting Principles (GAAP) and county, state, and federal policies, procedures and regulations.
- Train department and division staff on policies, procedures, laws and grant compliance concepts, including updates when changes occur.
- Provide guidance in financial compliance areas that may have varying interpretations.
- Develop and maintain a department-wide contract monitoring manual, setting clear roles and responsibilities related to site visits, desk monitoring, and invoice intakes.
- Provide leadership in developing staff and teams to be well versed in contract monitoring and support the field monitoring process.
- Act as the department audit liaison for all external and internal audits to coordinate all financial audits performed by the Washington State Auditor’s Office (SAO) and other independent auditors through partnership with King County Finance and Business Operations Division (FBOD).
- Support the work of Public Health divisions to meet auditors’ requests for information and documentation in a timely manner.
- Collaboratively lead, develop, and manage financial compliance policies and standard operating procedures.
- Establish staff priorities and work schedules; coach, motivate and evaluate job performance; recommend hiring and disciplinary actions; identify and recommend training needs.
- Participate in process and continuous improvement efforts focused on budget, finance, and internal controls.
- Perform other duties as assigned.
Qualifications
Minimum Qualifications:
- Demonstrated commitment to Racial Equity and Social Justice.
- Minimum five (5) years of progressively responsible experience in compliance oversight of large, complex federal and state operating grants, or a combination of education and experience that demonstrates an ability to meet the responsibilities of the position.
- Bachelor’s degree in business, public administration, accounting, or finance.
- Minimum of three (3) years’ of experience supervising a team focused on Grants Compliance functions, including leading, prioritizing, and assigning work and managing strategic initiatives and policies.
- Experience with external and internal audit activities, and grant management as it relates to compliance and reporting of government funding.
- Demonstrated ability to successfully lead people to bring about desired results in a matrixed team environment.
- Demonstrated expertise in Federal, State and local grant regulations/guidelines and laws, including 2CFR200 (Federal Uniform Guidance), BARS (Budget and Reporting System), RCW (Revised Code of Washington), WAC (Washington Administrative Code), and KCC (King County Code)
- Experience with analytical and strategic planning to assess risks and implement effective compliance programs.
- Expert skill in analytical thinking with an authentic, collaborative, and consultative approach to work; demonstrated understanding of the importance of building effective relationships with team members and partners.
- Strong communication, interpersonal, writing and customer service skills, including the ability to explain complex regulatory requirements to a broad range of individuals with varied familiarity and experience
- Ability to work effectively both individually and collaboratively as a team member.
- Ability to effectively use the Microsoft Office Suite of Software (Word, Excel, Outlook, and PowerPoint).
- Support equity and diversity in promotion and staff development.
Desired Qualifications:
- Certified Public Accountant (CPA) license.
- Grants Management Certificate (GMC).
