The Financial & Operations Analyst plays a key role in supporting the Injury & Violence Prevention Section by ensuring the financial and operational systems behind critical public health programs run smoothly and effectively. This position provides financial analysis, budget monitoring, request for proposal (RFP) development, grant administration and set-up, contracting, invoicing, and fiscal reconciliation in support of either the Mental Health Promotion & Suicide Prevention Unit or the Violence Prevention Programs Unit, ensuring compliance with state and federal requirements while advancing the mission of the Division of Injury Prevention & Mental Health.

Beyond day-to-day financial management, this role serves as a strategic partner in business operations, providing fiscal analysis and operational insights that inform leadership decisions, improve business processes, and support long-range planning. Working with considerable independence, the incumbent develops and implements efficient business practices, manages complex provider and vendor agreements, oversees grant and contract documentation, and develops policies and procedures that strengthen financial stewardship and program operations. By combining analytical expertise, project management, and continuous process improvement, this position helps ensure the effective administration of programs that promote the health, safety, and well-being of Minnesotans.
 

Primary responsibilities include:

1. In collaboration with IVPS leadership, monitor, analyze and manage assigned budgets to ensure that all program funds are appropriately and effectively allocated and expended in accordance with federal, state and program policies, procedures and priorities. Oversee and ensure the fiscal management of program and grant budgets in partnership with Section and Unit leadership. 
2. Conduct financial reconciliations of IPMH grant agreements in collaboration with other IPMH management analysts.
3. Develop and process legal agreements so that the outgoing grant/contract process is completed in a timely manner. Ensure the effective development and management of legal agreements so that Unit and Section priorities are met and funded. 
4. Process grant- and contract-related invoices for the IVP Section.

This vacancy announcement will be used to fill up to two (2) Financial Analyst positions in the Mental Health Promotion & Suicide Prevention (MHSP) Unit and the Violence Prevention Programs (VPP) Unit.  

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

Minimum Qualifications

One (1) year of experience in financial management, budget administration, accounting, grants administration, contracts administration, or business operations that demonstrates:*

1. Experience monitoring, analyzing, and reconciling budgets, expenditures, or other financial data.
2. Experience administering grants, contracts, legal agreements, procurements, or other financial/business processes.
3. Experience interpreting and applying policies, procedures, or regulations to ensure compliance with organizational or funding requirements.
4. Experience using Microsoft Excel to analyze financial or operational data and prepare reports.

A related degree in business administration, public administration, accounting, finance, economics, or a closely related field may substitute for experience as follows: Doctorate or J.D. may substitute for two (2) years of experience. A master's degree may substitute for eighteen (18) months of experience. A bachelor's degree may substitute for one (1) year of experience. An associate's degree may substitute for six (6) months of experience.

Minimum qualifications to be assessed at interview:

• Demonstrated ability to analyze information, identify issues, and develop practical solutions to support sound business or financial decisions.
• Demonstrated ability to establish and maintain effective working relationships with diverse stakeholders while providing consultation or technical assistance.
• Demonstrated ability to organize, prioritize, and manage multiple competing deadlines while maintaining accuracy and attention to detail.

Preferred Qualifications

• Experience administering state and/or federal grants, including grant monitoring, financial reconciliation, or compliance activities.
• Experience developing, processing, or administering contracts, grant agreements, requests for proposals (RFPs), or other legal agreements.
• Experience with governmental budgeting, accounting, or financial management systems (e.g., SWIFT, SEMA4, or similar enterprise financial systems).
• Experience working in a public sector, public health, or other highly regulated environment requiring interpretation and application of policies, laws, or regulations.
• Experience developing or improving business processes, standard operating procedures, or financial/administrative workflows to increase operational efficiency.

• Successful completion of a background and reference check is required.
