The Center for Health Care Quality (CHCQ) at the California Department of Public Health (CPDH) focuses on ensuring and enhancing healthcare standard. Our programs encompass regulatory oversight, quality assessment, and collaboration with healthcare providers to safeguard public health. We strive to optimize patient care by implementing policies, conducting inspections, and fostering continuous improvement in healthcare delivery across the state. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Employees appointed to this classification shall receive a Recruitment and Retention Differential of $200 per month

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by overseeing the review, evaluation, inspection, and certification of health facilities and agencies as to their compliance with State and Federal laws, regulations, and investigations of complaints. Carries out program activities in a specific region of the state for those facilities and agencies under the jurisdiction of the Center. The Nurse Surveyor Supervisor II (NSS II) ensures that all Department and Program mandates, policies and procedures are carried out in an appropriate and consistent manner. Up to 10% travel may be required.

The incumbent works under the general direction of the Nurse Surveyor Manager (NSM).

A hybrid telework schedule may be available for this position, in accordance with CDPH’s Telework Policy and Procedures..

Telework Information

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Key Responsibilities

• Advanced clinical knowledge of nursing practices, patient care standards, and regulatory requirements across healthcare settings.

• Strong ability to interpret and apply Federal and State laws, regulations, and survey protocols related to licensing and certification.

• Proven skill in analyzing survey findings and making sound determinations on licensure, certification, enforcement actions, and citations.

• Experience supervising clinical staff, including workload management, performance evaluation, coaching, mentoring, and corrective action.

• Ability to provide effective training and guidance on survey procedures, policy development, and regulatory expectations.

• Demonstrated experience recruiting, interviewing, onboarding, and supporting ongoing development of supervisory and clinical staff.

• Strong communication and stakeholder?engagement skills, including representing the program to providers, agencies, advocacy groups, and the public.

• Experience conducting informal dispute resolutions, reviewing appeals, and issuing decisions related to adverse actions and regulatory compliance.

• Ability to prepare evidence, review medical records, and serve as an expert witness in administrative, civil, or criminal proceedings.

• Excellent organizational, analytical, and leadership skills, with the ability to manage complex workloads and ensure timely completion of mandated activities.

Statement of Qualifications Instructions:

Please describe in detail your professional registered nursing experience, excluding any experience gained in a nurse residency program, particularly any duties performed related to:

• Elevating the quality of nursing care/healthcare provider operations.

• Participating in formal reviews of healthcare facilities and preparing clear and concise written reports.

• Evaluating healthcare facilities to ensure compliance with State and Federal laws.

• Investigating complex complaints and detecting deficiencies in care within healthcare facilities, home, or community-based settings.

• Supervising, training, and/or consulting with personnel who perform onsite evaluations, audits, investigations, and/or surveys of healthcare facilities or 

providers.

• Providing administrative oversight such as establishing and maintaining priorities, performing quality control review, and addressing problems to improve program functioning.
