Main Purpose of Job

This critical position provides executive leadership, scientific oversight, and strategic direction for the nationally-renowned Maryland Public Health Laboratories Administration. The Director oversees all operational, scientific, and administrative functions of the Maryland State Public Health Laboratory, ensuring compliance with regulations (COMAR, CLIA) to provide accurate relevant scientific data essential for disease prevention and control, environmental protection, and emergency response to numerous state, federal and local government partners, health care providers and communities across the state. The Laboratories Administration has an annual budget of $60 million, including state and federal funds, and has a staff of over 200. This position oversees a central laboratory in Baltimore and two regional laboratories performing environmental testing.
This position ensures that the laboratory provides relevant, accurate, scientific data essential for disease prevention and control, environmental protection, addressing legal issues, developing public health policy, and responding to statewide public health threats caused by common or emerging biological, chemical and radiological agents.
This position is designated as Emergency Essential.

POSITION DUTIES

Position duties include, but are not limited to:
  • Assuring that appropriate testing, technology, customer service, and technical support are available to support public health programs. 
  • Providing leadership to plan, implement and evaluate new or modified procedures and testing technologies as necessary.
  • Maintaining federal certification in accord with Clinical Laboratory Improvement Amendments (CLIA) and all other applicable federal and state laws.
  • Assuring that laboratory tests meet applicable federally mandated requirements, oversees and approves laboratory improvement programs.
  • Overseeing the development, implementation and evaluation of laboratory policies, goals and objectives.  Assuring these elements are in compliance with state, federal and regulatory laboratory standards, practices, policies and regulations.
  • Overseeing staff, budget, and resources of the state public health laboratory (SPHL) to assure that services meet the highest quality standards, comply with state and federal requirements, serve customer and stakeholder needs and are cost effective.
  • Coordinating the activities of the state's laboratory response network to provide rapid and effective laboratory services in support of the response to bioterrorism, naturally occurring infectious disease outbreaks and other public health threats and emergencies. Integrating public health preparedness and bioterrorism response program services.
  • Providing expert consultative services in public health laboratory practice and in the scientific areas of expertise to all professionals and customers who use the services of the Laboratories Administration to representatives of other health department agencies, and to various other State and federal agencies and professional societies.

MINIMUM QUALIFICATIONS

Qualified candidates must:
(1) (i) Be a doctor of medicine or doctor of osteopathy licensed to practice medicine or osteopathy in the State of Maryland; and (ii) Be certified in anatomic or clinical pathology, or both, by the American Board of Pathology or the American Osteopathic Board of Pathology; or
(2) (i) Be a doctor of medicine, a doctor of osteopathy, or doctor of podiatric medicine licensed to practice medicine, osteopathy, or podiatry in the State of Maryland; and (ii) Have at least 2 years of experience directing or supervising high complexity testing; and (iii) Have at least 20 CE credit hours in laboratory practice that cover the director responsibilities defined in § 493.1445

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the registration must be attached to the application.
Applicants who are in possession of an out of state license to practice medicine are encouraged to apply. If selected for hire, candidate must apply and possess a Maryland license prior to hire.
