The State of Connecticut, Department of Public Health (DPH) has an anticipated opening for a Director, Certificate of Need Program (Director Of Legislation, Regulations And Communications) to join their team! This senior-level leader will manage the state's Certificate of Need (CON) Program and be part of DPH's senior leadership team reporting to the Deputy Commissioner of Public Health. This position will be responsible for implementing the new statutory framework for the program. 

The proposed statute for the state’s CON Program will become effective July 1, 2026. However, to give DPH the time to implement the proposed changes to the CON review process, the proposed changes to the review process for the CON Program will be effective one year later, on July 1, 2027. This role will direct major strategic and operational changes to implement these changes, all of which are meant to improve quality, equity, affordability, and access for the state’s healthcare system.

POSITION HIGHLIGHTS:

  • Location: 410 Capitol Avenue, Hartford, CT
  • Work Schedule: Monday - Friday
  • Work Shift: Full-time, First Shift
  • Work Hours: 40 hours per week, 8:00am - 4:30pm

Key Responsibilities:

  • Program Transformation: Working with the Commissioner and a Deputy Commissioner, the Director will manage the transition of the CON Program into DPH. Transition management will include helping the existing staff maintain the current review process while developing an action plan for the implementation of the statutory changes to the program, which will be effective July 1, 2027.
  • Stakeholder Engagement: The Director will serve as the primary point of contact for healthcare providers seeking CON approvals. In this role, the Director also will conduct outreach and educational programs to inform stakeholders about the CON process, requirements, and benefits.
  • Data Analysis and Reporting: The Director will be responsible for analyzing data related to healthcare service demand, utilization, and trends to inform decision-making and policy development and for preparing and presenting reports to state officials and stakeholders on program performance, trends, and recommendations.
  • Regulatory Compliance: The Director will ensure that the program adheres to state statute, regulations, and guidelines and will monitor changes in healthcare laws and regulations to update program policies and practices accordingly. 
  • Collaboration: The Director will ensure that the program works closely with other state agencies, healthcare organizations, and community groups to coordinate healthcare planning efforts. The Director also will facilitate inter-agency cooperation to address healthcare access, quality, and cost issues.
  • Program Administration and Management: The Director will be responsible for managing the day-to-day operations of the CON Program, including application processing, review, and approval. The Director also will develop and implement policies and procedures to ensure compliance with state and federal regulations. The Director will manage a professional staff of 6 to 8 people, all of whom telework a certain percentage of their time. The Director will be part of the Department’s management team. The staff is unionized.
