Deputy Division Director-Public Health Administrative Services - Special Duty Assignment
Background
Public Health — Seattle and King County is seeking an outstanding leader with operational savvy, strategic expertise navigating administrative systems, and people skills to serve as Deputy Director of the Administrative Services Division. This position plays a key role in overseeing the central business functions of the department, fostering innovative practices centered in equity, and liaising with King County’s Department of Information Technology (KCIT) and the Department of Executive Services Facilities Management Division (FMD).
About the Administrative Services Division
The Administrative Services Division partners to provide efficient and effective expertise that makes it possible for Public Health to foster healthy people and communities. The division includes teams that support the department with financial services, contracts, procurement, health care compliance, records management, electronic health records, risk management, facilities, fleet, and the intersection of our work with information technology. Administrative Services Division partners with the other six divisions in Public Health to achieve strategic goals, meet regulatory requirements, and create a work culture that values racial justice and community-driven solutions. The Administrative Services Division currently has about 80 employees.
About the Position
Reporting to the Chief Administrative Officer, the Deputy Division Director co-leads the division leadership team in overseeing central business functions and developing a work environment that promotes inclusion, continuous improvement, and staff development. The Deputy Division Director not only oversees teams within the division but also leads and facilitates leadership meetings and projects across the department. For example, it convenes and facilitates a regular meeting of the deputy directors from other Public Health divisions to identify emerging needs for the department’s business functions and support their resolution. Another priority of this position is to develop effective relationships with key partners in KCIT and FMD and lead projects and workgroups that intersect with information technology and facilities.
Temporary opportunity. This Special Duty Assignment (SDA) is currently anticipated to last 9 months.
This vacancy can also be filled as a Special Duty opportunity. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule
Typical schedule is Monday through Friday, 8:00 am to 5:00 pm. Some evening and weekend work may be required.
Remote and Onsite Work:
The Administrative Services team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is building name and address.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Requirements
- Provide leadership within the division for employee engagement and well-being for a talented and diverse staff. This includes promoting inclusion, reviewing results of employee surveys, facilitating division all-staff meetings and supporting training and professional development.
- Co-lead the division’s leadership team to involve staff in setting priorities, creating and monitoring performance measures, developing new leaders, and fostering partnerships.
- Provide leadership in evolving business processes and systems that are centered in equity, support the strategic direction of the department, and are aligned with Executive priorities.
- Oversee the administrative infrastructure that supports the Administrative Services Division and director’s office, including but not limited to procurement, budget monitoring and reporting, onboarding/offboarding employees, and training and development.
- Oversee and support the section(s) within as determined by the CAO.
- Provide leadership in supporting the department’s technology needs by promoting the department's interest to KCIT, representing the department on several KCIT governance teams, managing the department’s software approval workflow, and convening the department’s IT Investment Board, AI Policy Committee, and Microsoft 365 Governance Group.
- Promote, problem-solve, and advocate for the department’s facilities and real estate services goals with FMD leadership.
- Coordinate and facilitate teams and projects for the department, including leading the monthly meeting of division deputy directors focused on the business infrastructure of the department.
- Represent the department at County-level meetings.
- Supervise, lead, and mentor effective teams.
- Other duties as assigned.
