Join our team in a high-impact leadership role where your expertise in financial strategy, operations, and data analytics directly supports critical services for individuals with developmental disabilities. In this position, you will lead the agency’s core fiscal and operational functions—overseeing budgeting, contracting, rate setting, audit activities, and administrative operations to ensure financial integrity, regulatory compliance, and program effectiveness.

You will direct business intelligence and analytics efforts that inform strategic planning and policy decisions, including oversight of budget development, monitoring, and projections for major programs such as Home and Community-Based Services (HCBS) waivers and Medicaid managed care initiatives. This role plays a key part in translating complex data into actionable insights that improve outcomes, strengthen accountability, and guide resource allocation.

Working across programmatic, fiscal, compliance, and IT teams, you will ensure high-quality service delivery through continuous monitoring and evaluation, while maintaining alignment with federal and state requirements. You will also oversee data systems and collaborate with IT partners to enhance reporting capabilities and modernize information management.

As a senior leader, you will guide administrative operations, support executive decision-making, and develop strategies to maintain budget stability and operational efficiency. You will also oversee emergency preparedness and continuity of operations to ensure services remain uninterrupted during crisis situations.

  • Experience in public-sector financial management, including budgeting, contracting, rate setting, and audits

  • Experience in health and human services or working with vulnerable populations preferred

Requirements

Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:

Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Key Responsibilities

  • Lead budgeting, financial management, contracting, rate setting, and audit oversight 
  • Direct business intelligence and analytics, including data reporting, forecasting, and performance analysis 
  • Oversee large, complex budgets and ensure alignment with strategic and compliance requirements 
  • Monitor program utilization, expenditures, and outcomes to drive improvements and mitigate risk 
  • Ensure quality, accountability, and compliance across service delivery systems 
  • Collaborate with IT to manage and enhance data systems and reporting tools 
  • Guide administrative operations, including procurement, personnel coordination, and resource management 
  • Advise executive leadership on financial strategy, policy, and operational issues 
  • Develop budget strategies, including projections, adjustments, and revenue optimization 
  • Lead emergency preparedness and continuity of operations efforts
