Brief Job Description:

Works under the direction of the Contract Management Section Director. Responsibilities include contract management activities, reporting, facilitating open records request and development of policy and procurement procedures. Prepare agency wide contract reporting for management and DSHS executive leadership.  Serves as the point of contact for agency sole source review and recommendation for approval.

Assure timely communications with CMS and program staff across the agency and collaborate with Fiscal Oversight and Monitoring regarding contractor performance and site visit coordination. Establishes processes and working relationships with the DSHS programs that ensure high quality internal and external customer service related to client services contracts.

Provides staff training and development related to the contracting process and reporting activities.  Assist in development of curriculum and preparation of training material related to staff training and development. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. May assign and/or supervise the work of others.

Essential Job Functions (EJFs):

Develop accurate and complete standardized contract reports using the System of Contract Operation and Reporting (SCOR) data for management and DSHS executive leadership.  Organize and analyze data to identify issues, trends, and opportunities for procedural or system changes. Prepare documents and statistical reports, analyze contracting systems and outputs and make recommendations for system improvements. Establish processes and working relationships with the DSHS programs that ensure high quality internal and external customer service related to client services contracts.  (30%)

Assist in the development of short and long-term strategies and priorities to assess the quality of contract activities.   Provides response to audit activities, quality management, and contract management activities and requests. Serve as the single point of contact for all open record requests for DSHS programs.  Ensure DSHS complies with federal and state regulations to ensure agency compliance.  Based on audit results provide recommendations to the Section Director regarding new policies and procedures. (25%)

Provide contract management staff and program staff with training and technical assistance to improve a smooth transition on cradle to grave contracting processes. Works collaboratively with staff from HHSC PCS, HHSC FSO, HHSC OCC, and programs across the agency.   Provides oversight into the operations and activities of contract administration to include administrative, programmatic, and fiscal monitoring for compliance with contract terms and agency, state, and federal requirements. (20%)

Resolves problems and implements decisions; assures DSHS policy, procedures and standards are followed.    Develops and assures accurate and complete reports for contractors/providers and program staff.  Initiates and manages changes when necessary.  Solicits feedback from customers/staff; delegates appropriately; and guide staff.  May plan, assign, track and supervise the work of others in order to meet strict deadlines. (15%)

Represents the CMS by making presentations, providing information and testimony, collaborating with stakeholders, state agencies, internal audit and federal partners.  Actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location. (10%)

Certified Texas Contract Manager (CTCM) is required.  

Initial Screening Criteria:

Must be a CTCM.

One year experience with contract development, procurement, contract management, contract administration, or contract monitoring preferred.

Experience with staff development and training.

Experience with developing and writing reports.
