Main Purpose of Job
The Coordinator Special Programs Health Services IV Supervisor (Community Health Worker (CHW) Program Coordinator) position within the Office of Population Health Improvement (OPHI) will oversee and effectively administer all aspects of the Maryland Department of Health’s CHW Program including the CHW certification and CHW certification training program accreditation processes for the state. The Coordinator is responsible for ensuring the accurate, effective, and efficient management of all program processes to ensure compliance with all corresponding laws, regulations, policies, and administrative directives that apply to the program. The Maryland Community Health Worker Program is guided by the Annotated Code of Maryland, Health-General Article, Title 13, Subtitle 37 – Maryland Community Health Worker Act, COMAR 10.68.01 Certification of Community Health Workers, and COMAR 10.68.02 Community Health Worker Certification Training Programs. The CHW Program Coordinator will be responsible for the development, implementation, administration, budget, evaluation, analysis, and management of the CHW program activities, as well as other OPHI health care workforce activities; the identification and management of grant funding to support staff and program expansion and alignment with Departmental priorities; and direction and oversight to subordinate staff. The CHW Program Coordinator will provide full administrative support to the Chair of the State CHW Advisory Committee, serve as staff to the Advisory Committee, and provide full support to the CHW Training Program Application Review Committee. In coordination with the OPHI Health Policy Analyst, Office, and Department leadership, this position will develop proposed legislation, policies and directives to advance the goals of the Program, Office and Department. This position makes administrative and programmatic recommendations to Office and Department leadership on the administration of the program. The CHW Program Coordinator will serve as the CHW Program liaison on other legislative requirements; workgroups; and with other agencies, organizations, and stakeholders. This position will support OPHI leadership with coordinating the activities of the CHW Program and work closely with other Health Care Workforce activities within the Office, Department and with other agencies to achieve the mission of the Office and Department. This position supervises program support staff. Please Note: This position is hybrid telework eligible.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess: Experience working with and coordinating committees of diverse stakeholders. Experience providing professional consultation and assistance to individuals and organizations. Experience with the Community Health Worker workforce in Maryland. Experience coordinating complex programs including program management, budget oversight, and policy and procedure development.
