Cloud Optimization Specialist

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
Under general supervision of the Information Technology Manager (ITM) II, Chief of the Technology Integration Services Branch (TISB), the Information Technology Associate (ITA) provides foundational analytical and operational support for cloud financial operations (FinOps). The ITA assists with monitoring cloud consumption, validating invoices, maintaining cost-allocation and tagging standards, and preparing cost and usage reports for departmental stakeholders. These activities directly reinforce TISB’s role in evaluating emerging technologies, optimizing service delivery, and supporting decision-making across CDPH—particularly as this Branch expands its responsibilities related to cloud governance and service assessments.
The ITA will perform duties within the System Engineering domain.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The ideal candidate is detail-oriented, proactive, and able to support documentation, process workflows, and routine assessments that contribute to cost transparency and efficient cloud operations. They should have foundational experience in information technology, data analysis, finance, or a related field, with a strong interest in cloud services and cost-optimization practices. Additional experience includes, but is not limited to:
- Familiarity with major cloud platforms (such as Azure, AWS, or Google Cloud) and an understanding of basic cloud concepts—including resource types, tagging standards, subscriptions, and consumption-based billing—are highly desirable.
- Experience working with cost management tools, dashboards, or reporting platforms is a plus.
- Possess strong analytical and problem-solving skills, with the ability to review data for accuracy, identify patterns or anomalies, and summarize findings clearly.
- Exposure to budgeting, invoice review, financial reconciliation, or operational reporting is beneficial, particularly in environments that require tracking expenses across multiple programs or stakeholders.
- Professional certifications or coursework related to cloud fundamentals, financial operations (FinOps), or data analytics—such as Microsoft Azure Fundamentals, AWS Cloud Practitioner, or FinOps Foundation Practitioner certifications—are encouraged but not required.
- A willingness to learn emerging cloud governance practices and stay current with evolving cost-management tools is essential.
- Strong communication and collaboration skills are important for working effectively with engineers, program teams, fiscal partners, and leadership.
