Classification & Compensation Supervisor (HRC 4) DOH8964
This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders.
The Opportunity
The Department of Health works with others to protect and improve the health of all people in Washington State. Behind that mission is a workforce that must be classified and compensated fairly, and that's where this role comes in.
As the Classification & Compensation Supervisor within the Office of People Services' Classification and Compensation Unit, you'll bring senior-level expertise to some of the agency's most complex classification and compensation decisions. You'll lead and develop a team of HR consultants, while also serving as a go-to advisor for managers and HR staff navigating job class structures, compensation policy, and collective bargaining requirements. This is a role for someone who can move fluidly between coaching a team and guiding a cross-functional project to a defensible, well-documented outcome. You'll report to the HR Classification, Compensation, and Talent Manager and help shape how DOH classifies and compensates our people agencywide.
Key Responsibilities
Team Leadership
- Assign, direct, and oversee day-to-day work, projects, and priorities for a team of Human Resource Consultant 3s.
- Set performance expectations and evaluate staff through DOH's Performance Development Plan process.
- Coach, mentor, and support staff development, and address performance or conduct issues as they arise.
- Develop, implement, and maintain standard operating procedures and processes for the team.
Classification & Compensation Consultation
- Provide expert-level guidance to supervisors, managers, and HR staff on classification and compensation matters, including applicable laws, rules, policies, and collective bargaining agreements.
- Coordinate and lead cross-functional agency teams through the development, review, and submission of complex classification and compensation proposals.
- Develop and deliver classification and compensation training, guidance materials, and clear, plain-language communications.
- Serve as primary backup to the Classification and Compensation Manager, ensuring continuity of operations in the manager's absence.
Position Analysis & Allocation
- Independently review position requests and descriptions to determine correct job classification, applying state classification standards, WAC, Personnel Resources Board decisions, and collective bargaining agreements
- Document classification decisions, including the criteria applied and reasoning behind the final determination
- Manage position establishment or reallocation requests from start to finish, including analysis, salary impacts, and final classification decisions
This is a role where your expertise shapes decisions that ripple across the whole agency. You'll lead and grow a team of skilled HR consultants while serving as a trusted advisor to managers navigating some of their toughest classification and compensation questions. Every training you build, every proposal you guide to completion, and every fair, well-documented decision you make helps DOH treat our people more equitably and gives you a front-row seat to work that genuinely matters.
Required Qualifications

- Supervising or leading HR staff.
- Demonstrated extensive experience* providing senior level** consultation, guidance, and recommendations to management, supervisors, and HR staff on complex job classification and compensation matters, including applicable laws, rules, policies, procedures, and labor agreements.
- Demonstrated experience analyzing position descriptions, determining appropriate job classifications, and preparing clear, well-reasoned, and defensible job classification determinations.
- Experience facilitating cross-functional workgroups and/or committees.
- Experience developing and delivering job classification and compensation specific training, guidance materials, procedures, and communications.
- Strong written and verbal communication skills with the ability to explain complex issues, articulate recommendations, facilitate discussions, and build understanding among customers.
*Extensive experience signals that the individual is an experienced advisor who applies judgement to complex situations, rather than someone who simply explains rules.
**Senior-level indicates the applicant’s performance required a consistent application of advanced knowledge with the full authority to plan, prioritize, and handle all duties within an assigned area of responsibility.

- Demonstrated experience independently analyzing complex classification and compensation issues, evaluating information and requirements, identifying options, and developing sound recommendations and solutions.
- Experience conducting classification and compensation specific research and analysis using workforce information to identify trends, evaluate issues, and develop data-informed recommendations.
- Experience applying creative problem-solving skills to complex and evolving classification and compensation issues by exploring new approaches, considering multiple perspectives, and developing effective solutions that support agency goals while ensuring consistency, equity, and compliance.
- Demonstrated ability applying critical thinking and analytical skills to evaluate complex classification and compensation matters.
- Knowledge and understanding of Equal Pay provisions and their application in compensation and classification practices.
- Demonstrated ability to build and maintain collaborative working relationships with leaders, HR teams, employees, and state partners.
- Knowledge and application of Washington state’s classification and compensation structures, administrative rules, collective bargaining agreements, and practices.
- Experience planning, organizing, prioritizing, and managing multiple assignments.
- Experience developing and implementing HR projects and process improvements.

Working Conditions:
The following describes the working conditions of this position, with or without reasonable accommodation.
- Work Setting: The position primarily works remotely and has a homebased duty-station. Exposure to hazards is limited to those commonly found in indoors at a home or office environment. This position’s work is primarily sedentary, as it works at a computer for extended periods.
- Schedule: Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.
- Travel Requirements: Travel is not required to perform the duties of this position; however infrequent travel may be expected to attend meetings, training, or conferences.
