Main Purpose of Job

This position will supervise and direct all clinical pharmacy services for the Clinical Services Division provided to Office of Pharmacy Services (OPS) participants through fee-for-service, managed care, long term care, or other service delivery models. It will serve as a subject matter expert for the Clinical Services in the Program, including oversight of the implementation and operation of the Preferred Drug List, cost containment ideas, review of each managed care organization’s (MCOs) Drug Use Management Program, Retrospective drug use review, compliance functions, operation of boards and committees, procurements for Clinical Services Division.

POSITION DUTIES

Essential Job Functions include, but are not limited to: Contract monitor for the PDL (Preferred Drug List) vendor. Oversee the development, implementation, operation, and management of the preferred drug list and supplemental rebate program within the OPS. Provide clinical expertise for review of medications recommended for the preferred drug list. Contract monitor for the retrospective DUR (Drug Utilization Review) vendor. Oversee retrospective DUR review analyses and, and management of a participant lock-in program. Analyzes data from multiple sources to determine the level of compliance with regulations and to perform drug utilization review, detect instances of potential over-utilization, under-utilization, ineffectiveness of treatment, contraindications, abuse and fraud in clinical pharmacy practices under the OPS. Request records or conduct on-site performance audits when required. Oversee, review, and approve each HealthChoice MCO’s Drug Use Management Program including CMS annual reports, program policies and procedures, formulary review, and access issues. Supervise and train Clinical Services Division staff, including Clinical Pharmacist, as needed. Maintain documentation for staff activities, personnel issues, meeting activity summaries, periodic project status reports and other necessary documentation. Oversee Boards, Committees, and special group meetings including the Drug Use Review Board, Pharmacy and Therapeutics Committee, etc. including recruitments. Ensure materials are prepared, approved, and shared with members prior to the meeting. Interpret federal and state laws and regulations that pertain to prescribing drugs and practice of clinical pharmacy under the OPS to adhere to program reporting requirements. Participate in preparation, issuance, review and evaluation Requests for Proposals, contract modifications, and option renewals. Maintain current on emerging new drugs and treatments utilizing pipeline reports and other resources.

MINIMUM QUALIFICATIONS

Qualified candidates must possess the following: A Doctorate degree (Pharm D) in Pharmacy from an accredited college or university. Five (5) years of professional management experience including at least three (3) years of experience supervising other professional staff. Overseeing and coordinating the general operation and management of a unit. Three (3) years of professional experience in clinical pharmacy, and one (1) of the following: a. Applying rules and regulations, OR b. Exercising responsibility for the development of policies and procedures. Qualified candidates must also possess two (2) years of experience developing clinical criteria for coverage and prior authorization reviews and two (2) years of experience performing data analysis, monitoring drug utilization trends, analyzing cost effectiveness of therapies, and reviewing national/regional policies related to clinical services.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess experience managing a Drug Utilization Board/Committee and/or a Pharmacy and Therapeutic Committee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must possess a valid Maryland Pharmacist license from the Maryland Board of Pharmacy. Please upload license to application.
