Bureau Chief, Bureau of Data Sharing, Privacy, and Open Records

The Iowa Department of Health and Human Services (HHS), Division of Compliance, Bureau of Data Sharing, Privacy, and Open Records is seeking a Bureau Chief to join our team!

Under the direction of the Chief Data Officer/Division Administrator for Data Privacy and Strategy, serves as the Chief for the Bureau of Data Sharing, Privacy, and Open Records. 

Manages all aspects of the HHS privacy, data sharing, and open records functions. 

Directs the operation of HHS data sharing agreements, research agreements, informed consent documentation, research misconduct reporting, data sharing legal terms within other legal documents, and open records. 

Directs and manages all aspects of the internal quality assurance and data sharing compliance functions within HHS, including the development and implementation of the department's operational policies and procedures, templates, and other legal documents, and the evaluation of such to provide for consistent and objective sharing and use of Iowa HHS data. Oversees the accurate completion of approximately 1,400 agreements and other reviews with internal and external stakeholders annually. Assess risks associated with agreement terms and pathways and provides recommendations to leadership. 

Directs the operation of Iowa HHS data privacy incident and breach activities. 

Serves in a leadership capacity working with staff across internal bureaus and divisions and other state agencies regarding the department's data-related programs. Works collaboratively with the Department of Management security team, architecture team, and others to advance the work of Iowa HHS and appropriately maintain data. Works collaboratively with other administrative bureaus to facilitate additional reviews and to ensure data sharing, privacy, and open records work is aligned with contracting and procurement, IT strategy, and legal policies and workflows. Works collaboratively with HHS team members to provide data sharing and use pathway recommendations to meet business needs. 

Represents the division administrator at meetings, scheduled appointments when scheduling conflicts occur and when the bureau chief's expertise is needed. 

Performs other duties as assigned and responds during disasters in accordance with recovery planning and senior management directives.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
